Public Services Portal: right holders can quickly and free of charge order an online statement about their property

Property owners with a verified account on Single portal of public services can quickly and free of charge order an online statement of their registered property on the State Services website. The corresponding experiment on providing information from the Unified State Register of Real Estate (EGRN) through a personal account on the State Services website is being conducted from March 1 to December 31, 2023.

An express extract is issued without plans, schedules and diagrams, but contains up-to-date information about the object, former and current owners of real estate, restrictions on rights, cadastral value, and other information. In accordance with Decrees of the Government of the Russian Federation No. 710 dated 03.10.2019 and No. 2266 dated 09.12.2022, an online statement has the same legal force as a regular statement and must be accepted wherever required. The most important thing is that it is issued free of charge and truly in record time — within a minute.

Information about real estate is provided to property owners in pdf and xml files, digitally signed by the Ministry of Digital Development of the Russian Federation and Rosreestr in sig format. In order for the document not to lose its legal force, in order to confirm ownership, it is necessary to send not only the extract itself in pdf format, but also the sig file containing the electronic signature to the place of demand. Also, an online statement can be printed in paper form at any My Documents multifunctional center in the Republic of Crimea: for this you will need a passport and an application number assigned when making a request on the State Services portal.

At the same time, according to the results of the first month of the state experiment, in practice there are cases when users of the State Services do not see data on their property on the portal. The Goskomregister explained what needs to be done to correct this situation.

If an applicant wants to order an extract from the USRN using the State Services portal and for some reason does not find a property belonging to him, there may be several reasons for this. First of all, the applicant must have the same last name, first name, patronymic, insurance number of an individual personal account (SNILS) and date of birth in the profile on the State Services and in the USRN information. It is also important that in the indicated information systems a person’s full name, date of birth and passport data (series and passport number) completely match. Consider a common example — after marriage, the spouse takes her husband’s surname. If she indicates a new surname in the profile on State Services, but does not update the data in the USRN, the system may not pull up information about her property. So what is it another reason why copyright holders should report changes in passport data in a timely manner in Goskomregistr. Pro the importance of entering information about SNILS we also will not get tired of saying: its presence in the USRN allows the software package to uniquely identify the copyright holder and correctly generate extracts— explained the Deputy Chairman of the State Committee for State Registration and Cadastre of the Republic of Crimea Valentina Kirlitsa.

Recall that information about SNILS can be entered free of charge on a declarative basis, when applying to the My Documents multifunctional centers for any other services of the State Register: registration of rights, cadastral registration of property, and so on.
