In the field of individual housing construction, this trend is also being observed. And it will probably develop, taking into account the fact that support for individual housing construction has been determined at the state level.

The State Duma of the Russian Federation adopted the bill in the first reading No. 471420-8 “On the construction of residential buildings under construction contracts using escrow accounts”. Developers of individual residential buildings will be able to attract funds from citizens according to the same rules as for shared-equity construction of new buildings. Developers and home buyers will be required to carry out all payments in connection with raising funds through authorized banks and using escrow accounts.

Simultaneously bills abolishing VAT are being considered during such construction, enabling the contractor to direct and receive notifications about the start of construction and commissioning of the house into operation, it is envisaged insurance funds in escrow accounts, on amount up to 10 million rubles. Within the framework of the working group of the Chamber of Commerce and Industry of the Russian Federation and DOM.RF on pilot program «IZhS-contract» has already provided 44 companies with preliminary financing in the amount of 1 billion rubles was approved in the form of a revolving credit line at 1% per annum for a period of 2 years. Interest is paid monthly, and the loan funds are returned to the bank from the customer’s escrow account after completion of construction. According to deputy General Director of DOM.RF Alexey Nidensthe individual housing construction market is becoming one of the drivers of the construction industry: “While with a mortgage in the country is building about 10% of private houses, in the future every second house, 150-200 thousand loans for individual housing construction can be issued annually,” said the President of the International Association of Investment Funds (IAIF), Vice-President of the National Agency for Low-Rise and Cottage Construction (NAMIX), Chairman of the Energy Saving Section of the Expert Council on Housing Policy and Housing and Communal Services of the State Duma, Co-Chairman of the Organizing Committee of the All-Russian Conference “Real Estate of Crimea: Reality and Prospects” Valery Kazeikin.

Crimea has been part of the Russian Federation for 10 years. And the government of the country is doing a lot to integrate the republic into the economic space of the country.
