Regional maternity capital: who is entitled to it and how to get it

The conditions for registering federal maternity capital and the specifics of the further use of funds are known to many. But besides the federal one, experts say Mira Apartments, There is also regional maternity capital. It represents assistance allocated in individual regions of the country. In each region, to obtain such assistance, you must meet certain conditions. Also, different regions may have their own peculiarities of using allocated funds.

Regional maternity capital — how it differs from the federal one

The federal program aimed at supporting families with children has been operating since 2007. Previously, assistance could be received by families with two or more children. Since 2020, the program has extended to those families with one child.

In addition to the federal maternity capital, individual regions have also begun to provide assistance to those families who live on their territory. But if the rules for the allocation and use of federal maternity capital are the same for the entire territory of Russia, then they differ in different regions. Moreover, not only the rules for issuance and use differ, but also the amount that a family can count on.

Regional maternity capital began to appear as a continuation of the already existing federal program. It is believed that this was an initiative of the regions, which themselves decided to support families with children. This is partly true, but the introduction of local material support was also recommended by law. Most regions followed these recommendations. Now in more than 70 constituent entities, Russian residents can take advantage of additional assistance provided by the regions. For example, spend the allocated funds on the treatment of children, their rehabilitation, purchase of housing, even on the purchase of a car or snowmobile. But at the same time, there are regions in which the support program has already ceased to operate. And there are those in which it never existed. Moscow can be cited as an example of such a subject.

The principle of registration of assistance and further use of funds is almost identical to registration of federal maternity capital. First, a certificate for maternal capital is issued. After this, an application for the use of funds is sent, but taking into account the permitted areas of use in a particular region.

What amount of assistance is established in the regions and who is entitled to it?

There is no single amount of maternity capital by region — each entity determines the amount of assistance independently, taking into account certain criteria. For example, this could be the demographics of a particular region and the amount of funds that the region can allocate.

For example:

  • for families with children from St. Petersburg, 194,223 rubles are allocated. In this case, assistance is provided provided that the family has adopted a third child;
  • in the Kaliningrad region they pay 50 thousand rubles. Maternity capital is provided if a third child appears in the family;
  • in the Yamalo-Nenets Autonomous Okrug you can get 500 thousand rubles. Regional maternity capital is also issued in the event of a third child in the family. In the same district, assistance is also provided for the second child, but they give out a smaller amount — 150 thousand rubles;
  • in the Nenets Autonomous Okrug allotted 379,911 rubles. It is given for the third child;
  • in the Jewish Autonomous Okrug, assistance in the amount of 297,824 rubles can be awarded for a second child. When a third or subsequent child appears in the family, you can receive 120 thousand rubles;
  • in the Primorsky Territory, for a second child you can receive an amount of 30% of the amount of federal maternity capital. For a third child, an additional 177,841 rubles may be charged. But if the third child was born in 2023, then the amount will be larger — 550 thousand rubles will be charged.

Who can apply for help

Despite the fact that the conditions for providing assistance are somewhat different, some common ones can be identified:

  • the one who applies for assistance must be a citizen of Russia. Most often this is the mother of the children, but in some cases the father also has the right to maternal capital. For example, when the mother is no longer alive or when for some reason she was deprived of parental rights;
  • the child must appear after the start of a specific program. Even if he was born or adopted the day before it started working, this does not make it possible to receive help;
  • help is often only available once. For example, let’s assume that it is due for the second child — after the birth of the second child, the family applied for assistance and received it. If a third child appears in the family, you will not be able to apply for assistance again. But there may be exceptions. For example, if the region provides separate assistance for the birth of a second child and additional assistance for the birth of a third child. In this case, the family can apply again if there are grounds for this;
  • When determining the possibility of accruing a payment, those children in respect of whom the parents were deprived of parental rights cannot be taken into account. Also, adopted children in respect of whom the adoption has been canceled or are provided for by the state cannot be considered.

In addition to the general rules, which are the same for everyone, we can additionally highlight those that apply in most regions:

  • as a rule, those children who appeared in the family as a result of adoption are treated as natural children when determining the possibility of accruing funds;
  • length of residence in the region is taken into account. Sometimes a family will not be able to apply for help if the parents and children recently moved to the region from another constituent entity of Russia. This rule was introduced to ensure that families, in order to receive regional maternity capital, do not apply for fictitious registration in regions with large amounts of assistance, while actually living in another. For example, in Altai, funds are credited only to those who have lived in the region for at least one year. You need to live in the Tomsk region for one and a half years before applying for funds. You will have to live in Bashkortostan for at least three years to receive assistance. In the Tyumen region — from five years or more;
  • in some cases, when moving, a family may lose the right to use maternal capital, even if the money has been allocated. For example, such a rule applies in the Ryazan region;
  • — time to apply for help may be limited. If an application for receiving federal capital can be sent at any time, then to receive regional capital it is better to follow the deadlines. Otherwise, you may receive a refusal only because the application was sent too late. For example, in the Voronezh region you have 6 months to submit an application. If you need to submit an application in the Samara region, you need to do this within a year from the date of birth of the child. In some areas, everything is done the other way around — there is a deadline from which you can apply for allocated funds. Thus, in the Leningrad region, an application for consideration will be accepted no earlier than one year from the moment the child appears in the family. In the Murmansk region you can only contact after a year and a half. And in the Magadan region you can send an application only after three years.
  • may take into account how much the family applying for assistance needs money. In some regions, only those families that are classified as low-income can receive assistance. For example, in the Tomsk region, income cannot exceed twice the minimum subsistence level for each family member;
  • sometimes it is taken into account whether a family has a certificate for having many children — this condition is quite common. For example, it operates in the Tambov region;
  • what age are the children? Often those who have not yet reached 18 years of age are taken into account. But in some regions, those who have not yet turned 23 years of age are also taken into account, but only on the condition that the children undergo full-time education;
  • whether the children are in care. Often children who are in guardianship are not taken into account when determining the eligibility for assistance. For example, they are not taken into account in the Saratov region;
  • in some regions they take into account whether the child is alive. Federal maternity capital can be obtained even if a child dies. With regional maternity capital, everything is not so clear. For example, in the Tver region they can accept an application, but only if the child was registered at birth.

How to find out about regional maternity capital

Exact information about who is entitled to the payment and how to receive it is indicated in the regulations of the entity in which it will be directly accrued. If you don’t want to look for regulations, information can be obtained from the territorial department of social protection or on the official websites of the municipality.

What can you spend regional maternity capital on?

These can be in different directions. It is also better to clarify the permitted type of use of allocated funds in the regulations of a particular region. For example, in different regions you can do the following:

  • buy a car;
  • buy a minibus;
  • buy a motorcycle;
  • buy a snowmobile;
  • pay for the child’s treatment;
  • gasify the house where the family lives;
  • pay rent while the child is studying;
  • buy a garden plot;
  • purchase items necessary for the child;
  • purchase an apartment or house;
  • carry out housing reconstruction;
  • repay the mortgage and interest on it;
  • buy a ticket to a sanatorium;
  • purchase farm animals.

Where to go to apply for maternity capital

To receive funds, you need to prepare a list of necessary documentation and contact the social security authority or the MFC. Most often, the period for providing the service will not exceed 30 days. If you wish, you can submit an application through the State Services website.
