Republic of Crimea: the consequences of non -use of land by owners

Anna Anyukhina, Deputy Chairman of the Council of Ministers of the Republic of Crimea, spoke about the consequences of non -consumption, entering into force on March 1, 2025, owners of land.
In 2024, Federal Law No. 307-FZ was adopted, which provides for a three-year period to master the site from the date of acquisition of rights to it. The list of measures indicating the development of the site is established by the Russian government. It is quite simple and includes cleaning of excess grass and vegetation, preventing the clutter of the territory and storing waste of life on it, as well as the mandatory cultivation of land. In general, nothing new, just the federal law brought the legal framework in accordance with the general understanding of the targeted use of the land and outlined the timing of its implementation-explained the Deputy Prime Minister.
On March 1, 2025, a three -year period starts, during which it will be necessary to master the land plot. However, administrative measures in relation to violators will be applied no earlier than March 1, 2028, even if at the moment a citizen has owned land for more than three years.
The practice of fining the owners of plots for their failure to use state land supervision bodies, but the authorized bodies do not have the task of purposeful seizure of land for such violations. The seizure of land will become an extreme measure and does not threaten conscientious landowners. State policy is aimed at preventing violations and the incentive to actions to master the land, and not at the use of punitive measures.
However, if the owner of the site will ignore the requirements of the legislation on the targeted use of the site, do not comply with the requirements for eliminating violations, the competence of local authorities will allow them to make decisions on the seizure of land.
