Residents of Sevastopol can check for free whether a plot under the protection of cultural heritage

Citizens planning to purchase a land plot or start construction in Sevastopol, now have the opportunity to find out in advance whether this territory is under the protection of cultural heritage objects. Free state service is available for this «Providing information about the presence or absence of an object of cultural heritage on the land plot«, Which can be obtained through the portal of public services.

The service avoids unpleasant surprises in the future. Many citizens buy plots, not knowing that they have an object of archeology or other monument of history. This can lead to administrative and even criminal consequences if the cultural heritage is damaged during the construction. Therefore, it is important to use this service in advance.

To get information, it is enough to go to the public services portal, find the appropriate service and submit an application. It is necessary to specify the cadastral number of the site or attach a scheme for its location. Within 15 working days, the management will send an answer, which will indicate whether the site is located:

— on the territory of the cultural heritage object (federal or regional significance), including on the territory of the landmark place “The ancient city of Chersonesos Tauric Fortress of Chestbal and Calamite”, which occupies a significant part of the city of Sevastopol;

  • within the boundaries of archaeological heritage;
  • Within the boundaries of the zones of protection of cultural heritage, protective zones of cultural heritage.

Also, recommendations on further actions, including the need for a state historical and cultural examination, will be given the response.

People become more informed, and we hope that this practice will become the norm before buying or developing the Earth-said Oleg Zhoga, chief specialist expert of the Office of Cultural Heritage Protection.

If it turns out that the site really falls under protection, this does not always mean a ban on construction. For example, in the presence of an object of archeology, archaeological field work can be carried out, the conservation of finds and develop measures to ensure the safety of cultural heritage objects. After conducting a state historical and cultural examination and coordination with relevant management, it is possible to implement a project by excluding the threat to the heritage object.

However, ignoring established restrictions is fraught with serious consequences — up to criminal liability.

Management experts urge citizens not to save time in verification and use the service in advance. This will help to avoid problems with the law, preserve the budget and nerves, as well as protect the unique cultural heritage of Sevastopol.
