Return of foreign capital to Crimea: the authorities promise to maintain support for import substitution

The expert recalled that last year the State Council first initiated the introduction of working fines for foreign companies that left Russia in 2022.
We argued this by the fact that the companies that have left the market have not fulfilled their obligations to warn the previously sold goods. And according to the Law of the Russian Federation, this warranty service should be up to 10 years. This concerned both cars and household appliances — a wide range of goods. The companies that left the market subjected customers to additional expenses— said Vinogradova.
At the same time, the Crimean business needed time and a lot of effort in rather difficult conditions to fill the niche, in particular, in the Russian market of components from service companies, she added. “That is, in fact, we were under the blow,” said Vinogradova.
But Crimea withstood him with dignity, she emphasized. So, for example, industrial production for 2024 increased by 3.5%, and food production — by 7.4%, the production of chemical products and electrical equipment — by 10%, and electronic optical products — by 32%, transferred Vinogradov.
And, for example, the volume of shipped industrial goods in 2024 exceeded the same indicators of 2023 by 13.7%. This is phenomenal growth, — said Vinogradova.
She emphasized that today the republic completely closes not only its needs in terms of food security, but also technological and energy. And not just at the minimum level, but there is a growth rate, I noticed Vinogradova.
During the time that it was required to debug the import substitution, the Crimean business grew up and provided quality goods, including innovative products, said the head of the relevant committee.
And here I would like to say with pride that a number of Russian commodity groups are better than those foreign goods that have gone. Today we know that Crimean is primarily high quality and environmental friendliness. And at the moment, the Crimean product is in demand throughout Russia, and we have an export segment that is also growing, — said Vinogradova.
Therefore, for foreign companies that once left Crimea, “there will be no thoughtless substitution and opening of markets,” she is sure.
Today we see how the conditions for their return are discussed at the federal level. And the government says that the companies will, firstly, are segmented. And secondly, no one will just allow everyone, will not meet with the flowers of those who left this market. And there will be a clear understanding in which segment, who and under what conditions will return— Vinogradova suggested.
She also emphasized that if earlier foreign companies at the time of entering the Crimea market “used various preferences and invited them”, then “at the moment all preferences are aimed at the growth of their own companies”.
And, I think that a balanced state policy will be implemented here, which will preserve preferences for our young companies that replaced the commodity groups. Well, where at the moment we understand that we still need a sufficiently large time period to achieve quality, yes, the companies will return there. But again this will be a controlled process— concluded Vinogradova.
