Rosreestr switches to electronic interaction with legal entities

From March 1, 2025, the Federal Law of December 26, 2024 No. 487-ФЗ “On Amendments to Certain Legislative Acts of the Russian Federation”, which determines the procedure for electronic interaction between Rosreestr and legal entities. Rosreestr has developed a training manual that will help to understand all the nuances.
According to the new rules, from March 1, 2025, legal entities must submit applications for state cadastral registration and state registration of rights with the documents attached to them only in electronic form. Paper documents will be returned without consideration.
The exception is cases when the party to the transaction subject to state registration, or transaction, on the basis of which the relevant right (restriction or burdension) is registered is an individual (except for contracts for participation in shared construction).
The possibility of submitting an application to the registration authority on paper will be preserved until January 1, 2026 for a number of legal entities: peasant (farm) farms, gardening and gardening partnerships, garage, housing and housing cooperatives, and partnerships of housing owners.
The law also establishes that the legal entity has the right to submit documents to the registering authority on paper in the presence of temporary technical impossibility of circulation in electronic form.
Registration of contracts for participation in shared construction
Contracts of participation in shared construction are provided for state registration only in the form of electronic documents. The scan-image of a paper contract signed by your own signature is not an electronic document.
The law also obliged the developers after signing the transfer act to independently send an application and documents to the Rosreestr for state registration of ownership of the participant in shared construction exclusively in electronic form.
Thus, the electronic format of the interaction of developers with the registering authority will be mandatory.
After the registration procedure is completed, the developer must transfer to the participant in shared construction an extract from the Unified State Register of Real Estate.
Ways to submit electronic documents to Rosreestr:
- Personal account on the official website of Rosreestr;
- Direct access service (SPD-3);
- The service of interaction with Rosreestr and an electronic interaction adapter (adapter);
- Federal State Information System of Interdepartmental Electronic Interaction (SMEV);
- Other methods provided for in paragraph 2 of part 1 of Article 18 of the Federal Law of 13.07.2015 No. 218-ФЗ “On State Registration of Real Estate”.
