“Rubber” apartments are bad: the number of residents in apartments and hostels want to limit

The bill on the fight against «rubber» apartments is submitted to the State Duma. The number of residents registered in the same apartment want to limit. According to the document, the norm of housing per person will be 6 “squares”. An exception will be made only for family members of the home owner. The draft law was developed by deputies from the LDPR.
It is proposed to amend in Art. 15 and in Art. 17 Housing Code, as well as in Art. 21 of the Federal Law «On Migration Accounting of Foreign Citizens and State of City in the Russian Federation». In addition, it is planned to limit the number of residents in hostels, which are located in multi -storey buildings. For such premises, the norm 6 “squares” per person will also be introduced.
Now the owners can register in a living room any number of people, regardless of the area of the apartment. In apartment buildings, there are hostels, where the number of living citizens exceeds the total number of residents of the house, the explanatory note to the bill says. This creates a significant load on the infrastructure, the pace of its wear is accelerated. In addition, this violates the right of other residents to comfortable and safe living.
“Rubber” calls apartments in which several dozen residents are registered. In fact, these people live elsewhere. The authorities are fighting this phenomenon.
