Russia intends to regulate dog breeding

To fine for violations of the requirements for keeping pets, to provide for the registration of pets in a single database and to finalize the bill on breeding dogs and cats — such proposals were included on June 7 in the draft recommendations of the round table of the Federation Council Committee on Agricultural and Food Policy and Environmental Management. The Ministry of Natural Resources said that they are already working on bills on registration and breeding. In the meantime, the regions took advantage of the powers they received last year and began to set their own requirements for keeping animals. Some of them allowed dogs to be euthanized. In the Astrakhan region, the first killing was carried out two weeks ago.

Hairless and marbled

The monitoring, which the committee carried out on behalf of the Chairman of the Federation Council Valentina Matvienko, showed that some of the most pressing issues in the regions are regulation of the number of stray animals, cases when owners throw out pets, as well as animal attacks on humans. Olga Epifanova, a member of the Federation Council Committee on Agricultural and Food Policy and Environmental Management, spoke about this. She added that, according to Rospotrebnadzor, most of the attacks were committed by domestic animals.

Therefore, among the recommendations included in the draft round table resolution is to establish administrative liability for pet owners for violating the requirements for their maintenance. While, for example, those who throw away pets are being fined, they can collect up to 30 thousand rubles. They are also punished for cruel treatment of smaller brothers — a fine of up to one hundred thousand. And there are no sanctions at the federal level for violating specific rules relating specifically to domestic animals, for example, walking in the wrong place, refusing to muzzle a potentially dangerous breed of dog, or picking up excrement after a pet.

In addition, the Ministry of Natural Resources was asked to finalize the bill that regulates the breeding of domestic animals as soon as possible. One of the serious problems was rogue breeders. As Evgeniy Kuplyauskas, adviser to the President of the Russian Canine Federation, noted, 250 thousand messages about the sale of puppies and dogs with federation documents have been published on well-known Internet platforms where anyone can place their ad. Although there are indeed advertisements from official breeders, most of the posts are not legitimate. Therefore, one of the proposals is to verify sellers so that buyers are not deceived. Kupliauskas explained that such sites often sell dogs of non-standard color, for example, marbled, as well as completely hairless animals. By definition, they cannot have documents, since the RKF disqualifies them due to the fact that such characteristics of animals “bring with them hereditary diseases.”

The Ministry of Natural Resources and Environment has already prepared, together with the Russian Canine Federation, a bill on regulating the breeding of domestic animals, said Maria Derevyanko, head of the department of legal regulation in the field of responsible treatment of animals of the department of state policy and regulation in the development of specially protected natural areas of the Ministry of Natural Resources. Moreover, the document was developed a long time ago, but it took a long time to get approval from the federal authorities and underwent significant changes. “Now it has been finalized taking into account the proposals of Rosprirodnadzor and is being prepared for posting draft regulations on the portal for public discussion,” said the deputy head of the department.

The first dog has already been killed

In the Khanty-Mansiysk Autonomous Okrug, they abandoned the system when dogs are caught, sterilized, vaccinated, and, if they cannot find a home, released into their habitat, the acting acting director said. Instead, she said, they introduced a system of sterilization — vaccination — registration — education and ownership, that is, animals are not released from shelters, but they are trying to find them a new home. Fines have also been introduced for those who send their pets out on their own. And from March 1, 2025, new rules will come into force that oblige people to report bites, allow private owners to create temporary detention centers and allow the killing of animals in some cases.

And in the Astrakhan region, new rules have already been introduced. As the deputy governor of the region, Victoria Guryanova, said, every dog ​​that is taller than 40 centimeters at the withers is sent to a temporary detention center, and if no one takes it within 12 days, it is euthanized.

“Lost animals” are not killed — if we can identify the owner, they are taken to a shelter, — she added.

In addition, the region has its own rules for animal owners and liability for violating them. For example, a large dog can only be walked by a person over 14 years old.

Registration — voluntary or mandatory

In the Moscow region, the trap-sterilization-vaccination-release system was abandoned. They used the new powers in a different way: they introduced registration of pets. For dogs it is mandatory, for cats it is optional. The registration itself is free, but before bringing the dog to the veterinary center, the owner must have it microchipped in a private or public clinic, said the first deputy chairman of the regional Ministry of Agriculture and Food — the chief state veterinary inspector of the Moscow region, Sergei Voskresensky. According to him, registration is slow because people are afraid that this will be followed by the introduction of a tax on animals, although this, of course, is not in question. At the same time, registration is necessary, he added — in addition to searching for lost animals and bringing to justice those who throw them away, this would help combat the spread of diseases dangerous to humans and animals, including rabies. He proposed introducing mandatory registration at the federal level, preferably with at least minimal administrative penalties for those who do not register their dogs. A request to the Government to work on this issue was also included in the draft recommendations.

The Ministry of Natural Resources has developed a bill on the registration of pets, which will allow them to be found and will become a preventive measure to reduce the number of stray animals, but it provides for the right, not the obligation, to register pets, said Maria Derevyanko. According to her, the bill has been finalized taking into account the comments and has been sent to the concerned departments for approval. After that, it will be sent to the Government, and the Cabinet will be able to submit the document to the State Duma.
