Russia intends to speed up the blocking of “mirrors” of pirated sites

At a plenary meeting, the Federation Council approved a law on the transfer from the Ministry of Digital Development to Roskomnadzor of the authority to block “mirrors” of pirated sites, which will reduce the procedure to two days.
Let us remind you that changes are being made to the law “On Information, Information Technologies and Information Protection”. According to current regulations, when “mirrors” are discovered, federal executive authorities or information rights holders contact the Ministry of Digital Development. After this, the ministry must make a reasoned decision within 24 hours to recognize the site as a “mirror” and send this decision to the site owner and to Roskomnadzor. And within 24 hours the regulator must contact hosting providers, telecom operators and search engine operators, who must also within 24 hours limit access to the “mirror” and stop issuing information about it in search engines.
Now a reasoned decision to recognize a site as a “mirror” will be made by Roskomnadzor. In addition, the law prohibits the issuance of information about “mirrors” in a search engine to all search engine operators, and not just those that publish advertisements for users from Russia.
Prompt blocking of pirated sites and their online mirrors has several important aspects that directly affect various spheres of life and the economy, notes Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technologies and Communications.
