Russia is preparing to launch a pilot platform to combat fraudsters

Already next year, a platform to combat fraudsters may be launched in Russia. It will allow you to quickly identify and block phishing sites, phone numbers of attackers, their accounts and cards, as well as prevent suspicious transactions.
A pilot version of the national platform for combating telephone and Internet scammers in Russia will appear in 2025 as part of the new national project “Data Economy,” said Deputy Head of Digital Development Alexander Shoitov at the IT Dialogue forum.
We will start creating it in 2025 and there will be a pilot. In 2026, based on the results of the pilot, we expect to adopt a corresponding federal law, – TASS quotes Shoitov.
It is noted that the platform will allow you to quickly identify and block phishing sites, phone numbers of scammers, their bank accounts and cards, as well as stolen accounts. In addition, the functionality of the platform may include blocking suspicious transactions.
The pace of both telephone and Internet fraud in Russia is not abating, notes Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technologies and Communications.
Damage from fraudulent calls and leaks of personal data of Russian users by the end of 2024 could reach 250 billion rubles, and the total damage to the Russian economy — 1 trillion rubleshe noted.
The deputy emphasized that the measures previously taken against the attackers have already yielded the first positive results. We are talking, first of all, about the launch of a system for blocking calls coming from spoofed numbers (Antifraud), a platform for blocking malicious Internet pages (Anti-Phishing), as well as amendments adopted to industry legislation obliging banking organizations to return stolen funds. “Based on the results of the second quarter of this year, the number of transactions carried out without the voluntary consent of clients decreased. Russian banks repelled 16.3 million attempts to steal funds for a total amount of 2.3 trillion rubles. The indicators are almost one and a half times higher than the average values for the same period in 2023,” the deputy said.
According to Nemkin, due to new tools, attackers were forced to change tactics:
Today, attackers are forced to think through deception scenarios in detail and constantly complicate their attacks. Previously, for example, they could use the same scheme for months and, in many respects, achieved success through mass calls. Due to the change in strategy, the total amount of funds stolen from Russians not only remains the same, but shows a positive increase.
A unified national anti-fraud platform will allow for the aggregation of best practices in combating cybercriminals.
Russia has already created several effective tools to combat fraud, both by government authorities and by business. But for now they work separately. Although the effectiveness of the fight against intruders depends on the coordination and efficiency of data transferhe emphasized.
Nemkin explained that all key market players should be connected to the national platform.
It is planned that by 2030 all financial organizations, telecom operators and digital platforms, including marketplaces and social networks, will be connected to the platform. A single digital space will simplify communication between participants. In particular, the speed of blocking malicious resources can decrease from 8 to 4 hours,” Nemkin emphasized.
