Russia Leads in Number of Hacked Accounts

In 2023, Russia ranked second in the world in terms of the number of hacked accounts, with the number of leaked accounts reaching 78 million. The United States topped the ranking.

According to the Roscongress report “Digital Sovereignty: How States Protect Interests Online,” which RIA Novosti has reviewed, Russia in 2023 was in second place in the world after the United States in terms of the number of hacked accounts. The number of account data that was made publicly available exceeded 78 million.

Most data leaks in Russia involve the loss of personal information, such as names, emails, residential addresses, tax identification numbers, passport details, etc.analysts noted.

The share of personal information in leaks was 73.6%. Analysts estimated the share of leaked commercial information and state secrets at 9.2% and 6.6%, respectively, and the share of payment information was 0.9%.

Roscongress emphasized that, when recalculated per population, the number of hacked accounts in Russia was higher than in other countries in the study. Thus, in 2023, 542 Russian accounts per thousand people were compromised, while in the United States — 285 per thousand people.

For several years now, Russia has been included in anti-ratings for the amount of information leaked online, notes Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications.

There are objective factors for this — the number of hacker attacks on domestic companies is growing year after year. But there is also a less obvious factor — according to the Government, in Russia more than 86% of households have access to the Internet, and the digitalization of business is demonstrating high rates — more than 80% of small and medium-sized businesses have their own website. I think that regardless of the international agenda, Russia will always be under the close attention of attackers– the deputy noted.

Nemkin explained that compromising user credentials is often not the final goal. «Usually, it is simply an intermediate stage between an attempt to penetrate an organization’s infrastructure and achieve other goals: for example, steal money or simply resell the obtained information on shadow markets. By the way, it recently became known that in the first half of 2024, our country took second place in the number of advertisements for the sale of company databases on the darknet,» the deputy noted.

At the same time, Nemkin emphasizes that most often it is not the user who is to blame for data leaks, but the personal data operator.

The large increase in personal data leaks is associated with the active attack of intruders on those organizations that are able to provide them with large volumes of information. According to Positive Technologies, for example, in the first half of the year, the share of attacks on the transport sector was 29%. It is obvious that transport companies accumulate a large volume of personal information: passport data, addresses, and insurance data. Therefore, personal data operators who process the most sensitive information should finally worry about information security issues. In the future, the pressure will only increase. But, of course, users should also follow the most basic rules: have a complex password that reduces the likelihood of hacking, and also be careful about phishing.the parliamentarian concluded.
