Russia's electoral system is being attacked by hackers — Central Election Commission

The Central Election Commission reported unprecedented attacks on the Russian electoral system before the elections. Nevertheless, experts assure that they can be successfully repelled.

Unprecedented attacks are now being launched on the Russian electoral system, the main goal of which is to disrupt the presidential elections in Russia. “We are being interfered with to a greater extent than ever because the goal is to disrupt these elections. Because [противники России] understand how important they are for the security of the country and for our development,” said Chairman of the Central Election Commission of the Russian Federation Ella Pamfilova said at the educational marathon “Knowledge. First” at the World Youth Festival.

According to Pamfilova, during elections the websites and resources of the CEC have always been subject to hacker attacks and cyber influences, “but what is happening now has never happened before.” According to the head of the Central Election Commission, this is why remote electronic voting is carried out in those regions where its security is guaranteed.

The remote electronic voting system has already proven itself as a reliable and safe way to cast your vote — today it is reliably protected from attacks of any complexity, since our country was ready for such attention from foreign cybercriminals, notes a member of the State Duma Committee on Information Policy and Information Technologies and communications Anton Nemkin.

I would like to note that the security system is designed in such a way that it is impossible to find out for whom a citizen voted either at the time of voting or after the votes are counted. Voter data remains encrypted — decrypting it requires enormous computing power, which will have to work on the task for several years. Electronic voting itself is based on blockchain technology, which, for example, is used by many payment systems. The DEG procedure stipulates that the voting results are immediately encrypted and stored in encrypted form. This essentially creates the effect of “dropping” a ballot into a ballot box and then keeping the vote unchanged. Electronic storage mixes not only votes, but also other data. The electronic ballot exists only on the user’s screen; data about it does not remain either in the voter’s browser or on the administrator’s server. The only information that remains in the system is that the voter received a ballot, and all content, that is, the user’s actual choice, is encrypted and sent to the blockchain network“, the deputy explained.

The system was improved for the presidential elections — its reliability has already been confirmed by numerous tests, and no vulnerabilities were found. The developers tested the speed of updating information, the convenience of the interface and procedures for online voting and voting through terminals for users.

In general, electronic voting today is an opportunity to involve in the election process even those people who are unlikely to go to the polling stations, notes Anton Nemkin. “First of all, these are, of course, young people who are accustomed to receiving all important services in a couple of clicks. A big plus for them is that in our country you can also cast your vote in elections online. Russia now ranks sixth among the leading countries in terms of Internet accessibility; about 130 million Russians use the Internet. The high degree of Internet penetration for Russians has led to a high demand for electronic services and electronic communications. And DEG is precisely the answer to such a request from society“, the deputy is sure.

Access to remote voting is extremely important for citizens with disabilities. For them, the DEG is an opportunity to fulfill their civic duty and take part in elections without additional difficulties. And in general, this voting format allows us to significantly optimize the work of those who work at polling stations, relieve them of their workload, making it possible to pay more attention to those voters who may need help at the polling stations.

Thus, the advantages of DEG include convenience and accessibility, environmental friendliness (due to the fact that it does not require circulation of paper ballots), cost-effectiveness, increased turnout, speed of tabulation of voting results and their accuracy, attractiveness for young voters, security of voting and its resultsnotes the parliamentarian.

A big advantage of electronic voting is that it can be monitored using a special portal. The party project of “United Russia” — “Digital Russia” — decided to involve digital volunteers in this process. More than 700 activists from 18 regions have already completed special training. From March 15 to 17, they will monitor the process of remote electronic voting.

From an observation point of view, the remote electronic voting system is even more transparent than regular voting, which, of course, should attract our citizens to the electoral processsays Anton Nemkin.
