Russia's exit from the Bologna system: what do they say in Sevastopol?

Russia’s withdrawal from the Bologna system does not mean an automatic rejection of the bachelor’s and master’s degree system, but will expand the range of specialties. This was stated by the rector of SevGU Vladimir Nechaev.
The Bologna system is not limited to master’s and bachelor’s programs. These are traditional forms of higher education that existed in imperial Russia and now exist in countries outside of it. The Bologna Declaration was signed by European countries in the 1997 year to form a single market for labor and education. Russia joined it because it was going to harmonize its educational system with the educational system of Europe. It was part of the move to the West. Today, against the backdrop of ongoing geopolitical changes, it is quite obvious that this course has proved untenable: the global West has not accepted Russia as a full-fledged partner, and a single education and labor market has not yet developed , — the press service of the rector’s university quotes.

It is impossible to enter the same river twice. The Soviet education system was at one time one of the best in the world, but it was built for the Soviet planned socialist economy, where there was a distribution of students after the university, the State Planning Committee planned admission for the development of economic sectors. Now Russia has a market economy. It will not work to insert the Soviet system in its previous form into modern realities, although it should be one of the foundations of the national system of higher education , — notes Vladimir Nechaev.

The rector of SevGU is sure that Russia should use Soviet developments and keep the best experience gained over the last 20 years:
The Bologna system turned out to be unsuitable for preparing graduates for a specific specialty with a high volume of requirements. This is very important for areas where safety and quality are in the first place. For example, in medicine, in engineering (nuclear energy is all in the specialty), in transport specialties, in architecture. Now a decision has been made to expand the scope of specialty in engineering areas, taking into account the tasks of import substitution and reindustrialization of the economy. This is similar to the tasks that the USSR solved in the years of the last century. To revive the technological sovereignty of the country, a large number of specialist engineers will be required.
From the experience of the latter 20 years I would take the developments in practical applied skills. Today, technological changes are taking place very quickly, and a person must quickly rebuild, be flexible and adaptive, and be able to master new equipment.

In the new system of education, there will be room for the master’s degree as a preliminary stage before postgraduate studies, and for the bachelor’s degree.
This is also connected with the tasks of exporting education, because the world system mainly works in the system of bachelor — master — doctor. If the Russian Federation wants to attract a significant number of students from far abroad, then standards that are understandable abroad must be maintained. This will be a manifestation of the soft power of our country , — notes Vladimir Nechaev.
At the same time, according to the rector of SevSU, it is necessary to narrow the range of master’s programs for which get bachelors. For example, a historian will not be able to become a master of radio engineering.
