Russia to introduce unified system for registering those in need of housing

The Ministry of Construction has prepared a bill on the creation of a unified system for recording Russian citizens recognized as needing better housing conditions. The draft amendments to the Housing Code have been published on the portal of regulatory legal acts.
It is planned that all data will be collected in a single digital register of citizens (EDRC). The relevant information will be entered into it by authorized state and local government bodies.
Asterisk law firm lawyer Vyacheslav Klimov in conversation with a correspondent Cian.Journal explained that today the registration of such citizens is carried out by various bodies at various levels of government simultaneously, which gives rise to a number of problems — for example, the lack of unified up-to-date information, and the delay in the process of providing housing in general.
The goal of the initiative is to resolve these problems. It seems that the ECRG can really improve this system and reduce the risk of violations of citizens’ rights. There are plenty of examples of when the introduction of a single platform simplified everyone’s life — State Services, the Unified Taxpayer Account, etc., — said Vyacheslav Klimov.
A lawyer from the Covenant law firm, Alexander Domnikov, added that the information in the registry will be verified through automated requests to other government information systems, which will eliminate the risks of misuse of support and ensure a well-founded forecast of the need for residential premises.
The draft law also stipulates that Dom.RF, as the operator of the Unified Information System of Housing and Communal Services, will provide organizational, informational and analytical support for the registration of citizens. This includes assistance in the development of state and municipal housing stock, the implementation of state support measures for citizens and the provision of information support for the registration process.“, — the specialist continued.
At the same time, in his opinion, it is impossible to make a clear conclusion about how effective the new system will be.
Although the creation of a registry will help to establish monitoring and improve coordination, this innovation in itself will not solve the problem of people waiting for an apartment for decades. The practice of litigation shows that the problem of violation of citizens’ rights in the sphere of housing provision is rather rooted in the bureaucracy of authorized bodies, corruption and the lack of sufficient housing stock, — concluded Alexander Domnikov.
