Russian motorists support increasing fines for not having a compulsory motor liability insurance policy

From January 1, 2025, amendments to the Code of Administrative Offenses of the Russian Federation, establishing increased fines for violations of traffic rules, entered into force.
60% of drivers in Russia agree with the growth of fines for driving without a mandatory “auto -citizen”. This is evidenced by the results of the study “The attitude of motorists to informing about the absence of an OSAGO policy using the Public Service portal, held by the working group of the Popular Front“ Protection of Rights of Motorists ”in November-December 2024. 41% of respondents also noted that fines for the lack of OSAGO policy should be “seriously” (relative to a fine of 800 rubles). Similar results were obtained during a study conducted by the Romir research holding at the end of 2024. So, according to Romir, most motorists (72%) negatively treat drivers without the current CTP policy. At the same time, more than half of the respondents (61%) support an increase in the fine for driving a car without an existing policy. At the same time, in an older age group (60–69 years), support for an increase in the fine for the absence of “auto -citizens” is even higher — 68%.
Recall, from January 1, 2025, amendments to the Administrative Code of the Russian Federation, establishing increased fines for traffic violations, entered into force. For re -driving without a CTP policy, the motorist will have to pay not 800 rubles, as it was before, but from 3 to 5 thousand. According to the President of the Russian Union of Auto Stores (RSA), Yevgeny Ufimtsev, the lack of a mandatory «auto -citizen» for such drivers affects law -abiding car owners.
The fact is that those people who do not have policies — and these are also those who commit offenses, those who often fall into an accident, young, emergency drivers who believe that they are expensive to pay for mandatory insurance. But upon the occurrence of an insured event, the injured drivers are left with them one on one and cannot receive compensation. It has long been the need to take more stringent measures to the state so that the number of such unhurried ones decreases, — commented on the situation of the Ufa residents in an interview with Rossiya Gazeta.
He also noted that the task of combating violators is divided into two parts — first it is necessary to conduct an experiment to verify the availability of compulsory motor liability insurance using the roads of road traffic, which will begin in March of this year, and then, if the system works efficiently, begin to send fines.
The main consequences of the absence of an insurance policy for the culprit of an accident for respectable motorists are the inability to arrange a Europrotocol, as well as a low probability of obtaining compensation for damage. Even the court lawsuit will not give any guarantees to the victim. According to Yevgeny Ufimtsev, toughening the punishment for the lack of insurance will help protect conscientious drivers from the fact that they will be left without compensation.
The fact is that in court it is difficult, for a long time and you can not even recover. For example, what does the RSA are facing when it collects compensation for life and health? The court, sometimes, sides the second participant in the accident. For example, he is a poor student.
