Sevastopol Governor Mikhail Razvozhaev informed Russian President Vladimir Putin about the results of the city’s socio-economic development for 2023.
Russian President Vladimir Putin met with the governor of Sevastopol. As Mikhail Razvozhaev noted following the discussion, during the meeting the main economic indicators, the construction of key facilities for the city, and the main tasks for the near future were discussed.
I addressed Vladimir Vladimirovich with a request regarding the upcoming 80th anniversary of the liberation of Sevastopol from the Nazi invaders. This is the most important date not only for the Hero City, but for the entire country — so I asked the President to create an organizing committee at the federal level to celebrate, as was the case with the 80th anniversary of the complete liberation of Leningrad from the fascist blockade. I also asked the head of state to give instructions to make payments from the Presidential Fund for residents of besieged Sevastopol and those who were awarded medals for the defense and liberation of our citysaid Razvozhaev.

V. Putin: Let’s talk about the results. Please.
M. Razvozhaev: Yes, dear Vladimir Vladimirovich, I wanted to report on the results of the development of Sevastopol for 2023. Last time I reported at our traditional spring meeting on the socio-economic development of Crimea and Sevastopol, and here are the results of 2023.
Despite all the difficult economic circumstances that currently exist on the peninsula, we nevertheless reach a budget of 86.3 billion rubles. This, of course, is predominantly gratuitous federal revenue, this is our federal target program, this is assistance from the Moscow Government. But at the same time, Vladimir Vladimirovich’s own budget revenues, please note, this year – 27.8 billion rubles. Compared to 2020, this is a 67.5 percent increase. That is, we are actually on track to double the budget over the past three years.
Why did this happen? Because the tourism industry was legalized during Covid through support measures, this is work with property, with property inventory, with small and medium-sized businesses, this is a simplified taxation system. Although now we have also given them additional benefits taking into account the crisis. Nevertheless, the economy is “whitewashing”, and Sevastopol’s own income is growing.
Also, I know that when you visited the Sevastopol stand at the Russia exhibition, you also paid attention to the dynamics of population growth, today 561 thousand people are registered in the city, that is, it is constantly growing, despite today’s events, relatively speaking, although in the press sometimes they are presented as very scary and dangerous, yet people do not leave Sevastopol.
V. Putin: Not scary?
M. Razvozhaev: In general, Sevastopol people are not very afraid.
V. Putin: You won’t be intimidated.
M. Razvozhaev: Yes. Accordingly, no one leaves.
V. Putin: What is unemployment, 2.6?
M. Razvozhaev: In terms of unemployment, we have a unique situation this year.
V. Putin: Lower than in the country.
M. Razvozhaev: Yes, 1.4 percent lower than in 2022, and 0.4 lower than the national average; our current unemployment rate is 2.6.
If we talk about investments, this is a key indicator; for the first quarter, the estimate was 26.3 billion, that is, 10.1 billion from budgetary funds and 16.2 billion from off-budget funds. 96 billion per year of investment. We are greatly over-fulfilling.
You, of course, know that a significant part here is the projects of the cultural cluster, which is being built on your instructions. There are large investments there, they are considered off-budget. And other projects are also catching up against the backdrop of all these things.
V. Putin: It is now approximately clear how much this entire cultural cluster will cost?
M. Razvozhaev: The total amount of funding for the cluster is now about 70 billion — these are the parameters that have now been agreed upon and approved for all objects.
According to GRP – 203 billion. And the industrial production index was predicted to be 107 percent, but 111 percent has already been recorded, that is, we are even catching up in industrial production.
Vladimir Vladimirovich, the following is a state program, our main instrument, which, thanks to you, has been extended until 2027 and with a view to 2030. Of course, thanks to this tool, Sevastopol is developing at an accelerated pace, catching up with those things that were not done at all in the 30 years of the previous Ukrainian period.
Cash is almost 100 percent. Here we work very closely with Marat Shakirzyanovich Khusnullin on all these indicators.
V. Putin: Well done.
M. Razvozhaev: Here is a list of objects. Pay attention to what level the objects are. For example, the clinic at 320, remember which you reported on at the videoconferencing in Cossack Bay? Large, modern, no such institutions have been built since the Soviet period; the first such facility has been built since the 80s. Four kindergartens have been fully introduced, three sports centers, one of them with a swimming pool — in Inkerman, where the situation has always been quite depressing, now there is a beautiful sports center with a swimming pool.
We continue gasification; it’s not easy, because everywhere we have nature reserves, special natural areas. You know these places very well, and, unfortunately, the routes there are constantly changing, but we are doing it nonetheless. Soon we will bring the main gas pipeline to the Baydar Valley, and inside the village, at the expense of the Federal Target Program, we are creating, accordingly, low pressure, so that later it will all come together into a system and start working. I will also touch on gasification.
If there are more large objects, then, of course, VAD is finishing “Tavrida”, the eighth stage. Everything is ready: lighting, an absolutely brilliant eighth section to Sevastopol, and a ring with Yalta. And 52 antenna-mast structures for cellular communications, your instructions, we then placed this in the federal targeted program, we built 52 towers, now base operators are placing them there, communications in the city will improve significantly.
Educational facilities, including the cadet corps of the Istomin Investigative Committee — remember, I addressed you — are working. There was a first building, a dormitory and an educational building, a second public and business building was built, which works for the entire city, it is also a beautiful building, there is still some landscaping left to do there.
In general, Vladimir Vladimirovich, I would like to draw attention to issues of preschool education. You asked me at the last meeting about preschool education and the waiting list for kindergarten. At the moment there is no current queue in Sevastopol. We built all four of these kindergartens according to the federal target program, the queue is fully provided for. Now only children stand in line who have been standing in advance for a year or two; their parents are not leading them yet, but they stand just in case they make a decision. All current demand in Sevastopol for kindergartens is fully met.
This is a capital investment program renovating schools. An absolutely amazing tool. In Sevastopol, we received 1.4 billion in two years and repaired 20 facilities.
I do how? There is money that is allocated for the building under the federal program, plus we add part of our budget, a little money that we are given for improvement under an agreement with the Moscow Government, and we do it immediately on a turnkey basis. The children come in and the school is completely renovated. Moreover, we are building all the buildings at once so that the school is completely ready. These are the objects that were made — 11 objects.
V. Putin: Beautiful.
M. Razvozhaev: This is what it looks like. Parents and children come in and they don’t recognize it, because it’s sometimes a building from the 60s, 50s, you can’t even believe that something can be done there. They get a second life. Often the foundations are redone, and everything else.
Why can’t we, say, build a new school there? Because on this plot of land, in these proportions, according to modern standards, you can’t build a school, but reconstruction can be done, it turns out to be modern. And new construction means a lot of money, a new revision of the land plot, redesign, we’re going into the long haul, and so on — quickly and efficiently.
Healthcare – we have started a good breakthrough here. According to the primary care program, in which we also participate, there is a clinic in Cossack Bay for 320 visits; Also, I reported to you, 100 visits per shift — at Fiolent. There, for the first time, a hospital and a clinic appeared. And eight new facilities were renovated.
On the next slide, as regards licensing, then a decision was made, thank God, to give us the opportunity to finish by 2025, but I think we will finish even earlier. 89 percent have already been licensed, 93 percent of medical services have been licensed at the moment, three thousand units of equipment were purchased under the national project — including various heavy equipment — for 562 million.
Here is a short overview of social initiatives. Your instructions for dairy kitchens, you gave it at a meeting in Sevastopol, I did it then, everything works, mothers continue to receive everything they need. Now, in the Year of the Family, we will think about how else to supplement and strengthen this theme.
Residents of besieged Sevastopol also received veteran status with your support.
I would especially like to focus on orphans, a complex problem. We provided 219 apartments from 2019 to 2023. Moreover, if you look at 2021, we had a recession, then prices for apartments increased very much, a square meter came out to 200 thousand, 150 at least, or even higher. We started thinking about how to do it. As a result, with the money we had, we began to buy through escrow accounts for the state, for state needs. That is, apartments of the required configuration and at prices that are still at the zero level, relatively speaking. In 2020-2021 we invested in this situation, in 2022-2023 we received apartments — 72 and 89 apartments — the necessary apartments and so on, and handed them over to orphans. We will continue in this spirit.
Of course, there is not enough money. At our own expense, we built an entire house for orphans in Inkerman. Also cultural objects — the Kroshitsky Museum have been completed, a very beautiful monument opposite the theater, and we are also building a recreation center. This is all within the framework of the federal target program and the national project “Culture”.
Sport. You just noticed that this is our long-suffering sports and fitness complex named after the bicentennial of Sevastopol. We finally finished the pool, the first stage was commissioned back in 2021, but the pool took a long time to remodel and redesign. At the request of the sports community, a separate pool was named after Prozumenshchikova. This is the first Soviet Olympic swimming champion. She is from Sevastopol. And they decided, at the request of the Minister of Sports, to make such a pool. There probably hasn’t been a pool like this for ten years. With Inkerman, it turns out we introduced two. Well, in addition, there is a phygital center, they also gave us funds for this.
In terms of sports infrastructure, involvement, and provision, we are meeting all the indicators of the national project ahead of schedule.
V. Putin: 51.3 percent – level of involvement.
M. Razvozhaev: Yes.
V. Putin: There are still not enough people who regularly engage in sports.
M. Razvozhaev: It’s not enough, but it’s higher than the plan we have for the national project.
V. Putin: How much is there?
M. Razvozhaev: There we have about 47 percent.
V. Putin: It’s no good at all.
M. Razvozhaev: It actually started with 20 percent.
V. Putin: We need to raise it.
M. Razvozhaev: Will do. Now that so many facilities have been introduced, accessibility will, of course, increase.
On the roads. Everything was done. If you look at the indicators of the national project of regional and intermunicipal importance, the plan is 69, the actual figure is 75 for us. For the urban agglomeration too: the plan is 80 – 82.79, that is, we are ahead of the curve here.

Viticulture, fishing. We continue to plant vineyards. Of course, it’s difficult with the fishing industry cluster this year, there are very frequent restrictions on going to sea, the Black Sea Fleet — all our difficulties are understandable.
But here the Ministry of Agriculture responded very flexibly and promised us support.
And on aquaculture. Everything was fine, we were developing, but here, too, is the storm of the century, the so-called recession, of course. The gear, everything there was destroyed.
V. Putin: They haven’t remembered such a storm for a long time, right?
M. Razvozhaev: For 120 years, they say, nothing like this has happened on such a scale.
We lost a little in terms of housing, Vladimir Vladimirovich, but objectively there was little progress. As for individual housing construction — in the same volume, people continue to register their homeownership. As for MKDs (apartment buildings), the remaining ones were built, and now new houses have been built. There is a slight decline, however, we still have almost a square meter per person even with this decline. If you compare the numbers, it’s a good indicator for the country. But, of course, we can do more; here we need the implementation of the CRT (program for integrated development of territories). Here, in terms of urban planning activities, we have finally approved the right to land use and development.
Six territories of integrated development. Here’s the first one – we actually concluded an agreement at the St. Petersburg forum. This is exactly where the volume of square meters of housing will be used, which will also make it possible to obtain office housing for doctors and teachers.
Remember, I reported to you even after my appointment in 2019 that this is one of the projects. We then allocated federal targeted program money for the engineering development of these territories, and under the CRT we will take away the apartments and provide them to public sector employees as official housing. This is, of course, very important for us now.
Please note, this is also a project for a resort and recreational complex. These are investors who are ready to implement projects in Sevastopol.
Presidential projects are under special control. This is our Chersonesus, you saw the school And. “Korsun” was also seen, it works. 971 children are already studying, the first enrollment has passed. Life there does not stop for a minute, neither on weekends nor on holidays, the whole school is in full swing. We have never had such infrastructure. There, of course, it’s just a temple for children.
The same is true for the Artek branch. It fulfills its function. If previously they came to Sevastopol for half a day, now the children from Artek can stay and visit more museums.
Chersonesos is also developing at a very active pace. We will prepare for the opening.
These are the percentages of readiness of the cultural cluster.
V. Putin: It’s turning out great, right?
M. Razvozhaev: Very beautiful object and territory after landscaping. There will be a separate zone. On your instructions, we also planned a central city park of almost 15 hectares; we are also preparing and designing it now. That is, the first three objects and the landscaping around them — the theater, the choreographic academy — are almost ready — and the museum. Then we have a park nearby, a museum for veterans, which we are designing on your instructions.
Yacht marina – 17 percent readiness. Tavricheskaya embankment — the project is underway, the architectural design has been agreed upon, some aspects will now need to be redesigned, the architectural council of Sevastopol has already passed. We are actively working.
V. Putin: The place is unique.
M. Razvozhaev: Yes.
Remember there was a scary house there? The Ukrainian unfinished hotel, which spoiled the bay, is huge, at the entrance to the bay. Now we are dismantling it all, we won all the cases there.
We are sponsored, we still work with our partners — with the Melitopol district of the Zaporozhye region. It turns out that we spent a billion rubles, 858 million federal money. In 2022, we built some of the facilities, and we received compensation from the federal budget, but we still sent this money to help, we did not reimburse ourselves, especially since most of it was sponsorship funds, and now these funds have also been sent. Such a number of objects were made, and 200 million is a program from the budget of the city of Sevastopol. The main thing now is that we are engaged in housing and communal services, because this is where it is most in demand now.
The law that I reported to you about, which we adopted, to support SVO participants and members of their families is working, the main parameters that already exist today. 784 people are, of course, those volunteers who are under contract; we make an additional payment, like all regional heads. And the rest is compensation for payment of housing and communal services by the Government and so on. And plots for Sevastopol residents, who are also in the northwestern district zone — so far 443 have been transferred into ownership, but we are now forming a fund and demarcating them. We will provide, but 7,259 have already been put in line for free plots, four hundred square meters for individual housing construction.
V. Putin: This is a good help for such a territory.
M. Razvozhaev: Of course, land is difficult to acquire and find. And for those who have fulfilled their duty, of course, we are obliged. We made this decision then together with the deputies to provide this measure of support. Although we are, of course, not a city redundant in terms of land. This is our social activity, residents of Sevastopol, of course, almost every family is connected with soldiers in one way or another. We have many units in the 810th brigade, you know, stationed in Sevastopol. Therefore, of course, family members and just people come and do everything to please the children a little.
At the end of the presentation, Vladimir Vladimirovich, I would like to address you. On May 9, 2024, Sevastopol will celebrate 80 years of liberation from the Nazi invaders, a landmark date. In general, the history of the defense and liberation of Sevastopol, as you know, is a unique event for the country. I would like to ask you to instruct the Government at the federal level to create an organizing committee following the example of Leningrad. Firstly, so that this date does not go unnoticed at the federal level. And secondly, so that you also give an order — to make payments for the residents of besieged Sevastopol and those who were awarded medals for the defense and liberation of Sevastopol, there are very few of them left, from the Presidential Fund.
