The idea of ​​a prohibition of housing for cash was supported by the Prosecutor General’s Office, the Izvestia newspaper writes. This follows from the answer, which the First Deputy Department Anatoly Razinkin sent the author of the bill, deputy chairman of the State Duma Committee on Construction and Housing and Public Utilities Svetlana Razborotneva.

The draft law prohibiting housing transactions for cash was developed by the Russian Union of Participants in the Real Estate Market. If the amount of the transaction with housing exceeds 1 million rubles, the bank transfer will be required, Svetlana Razborotneva explained earlier. She expects that in the summer the draft law will be submitted to the State Duma, and until the end of 2025 the law will be accepted.

The Prosecutor General’s Office is concerned about the spread of remote fraud schemes for housing transactions. The department offered a number of measures aimed at improving the safety of housing transactions.

It is also proposed to introduce additional requirements for realtors. Only specialists with higher education will be able to engage in real estate activities who have no criminal record for economic crimes. In addition, it is proposed to determine the responsibility for poor -quality intermediary services, as a result of which a person lost housing. It is planned to form a special compensation fund to help people affected by the actions of unscrupulous realtors. In addition, for people over 65 years old, the notarial certification of transactions will become mandatory.

The Prosecutor General also supports an increase in the terms of registration of real estate transactions from 10 to 20 days through Rosreestr and up to 12 days through the MFC. In addition, the department advocates the suspension of registration of dubious transactions.
