“Savings”, however… Blocking calls from scammers saved Russians 6 trillion rubles

Thanks to blocking fraudulent calls, about 6 trillion rubles were saved. In total, over 620 million calls from attackers were blocked in 2023.
Blocking transactions carried out without the consent of clients helped save about 6 trillion rubles in 2023, such data was presented by Prosecutor General Igor Krasnov at a coordination meeting on combating crimes committed using information and telecommunication networks, digital currency and computer information. In addition, during the specified period, more than 620 million calls from intruders were blocked.
Igor Krasnov emphasized that as a result of systemic organizational and technical measures of an interdepartmental nature, millions of attempts to carry out transactions without the voluntary consent of the client (34 million for 2023) and blocking of calls from fraudulent numbers (over 620 million) were reflected. This made it possible to prevent the theft of about 6 trillion rubles– reported the press service of the Prosecutor General’s Office.
Also in 2023, through the joint efforts of regulators, access to more than 4 thousand sites disseminating information about the activities of financial pyramids was limited.
There are several digital platforms in Russia aimed at protecting users from fraud, notes Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technologies and Communications.
The main one is, of course, the Roskomnadzor platform, which allows you to block calls coming from spoofed numbers. Over 8 months of this year, about 456 million fraudulent calls were blocked by the platform alone. The number capacity of the system now reaches 99.6%, and the department is actively working to connect the remaining operators to the system. Some operators, by the way, have already begun to be fined for failure to comply with requirementsnotes the deputy.
Nemkin explained that the technology of spoofing numbers allowed attackers to pose as employees of official organizations.
For a long time, many were surprised how attackers managed to use the official number of the same Sberbank. In fact, the scammers simply used SIP telephony services, one of the protocols of which allows you to enter almost any numbers to which the user’s real number will change. This, in general, made it possible to quickly gain confidence in the victim. It’s one thing when a subscriber reports about the alleged theft of funds from accounts from an unfamiliar number, and another thing from a bank number that is known to almost everyone. Now they don’t have that option.says Anton Nemkin.
The second line of protection is the anti-fraud platforms of banks and telecom operators. Typically, organizations use machine learning technologies for their systems. They analyze the client’s profile, identifying unusual transactions and the flow of client traffic. For example, possible fraudulent calls and suspicious messages. As Nemkin notes, AI models analyze traffic, not confidential information from conversations.
Antifraud platforms have had a positive impact on reducing the number of transactions carried out without the user’s consent. In MTS, for example, with the help of antifraud, it was possible to increase the accuracy of identifying fraudulent actions by 45%. At the same time, anti-fraud platforms are constantly being improved — some players are now implementing solutions that allow them to block repeated calls from scammers— said the deputy.
But, according to Nemkin, technical protection cannot always save a person from deception.
Complex technical systems, unfortunately, are still losing out to social engineering. There are already known cases when banks repeatedly warned about the possible actions of attackers, but the person, being under the influence of scammers, still transferred a large amount of funds. Therefore, it is important to improve your digital competencies, especially for the most vulnerable category of the population — older people — the deputy emphasizes.
