Instructors and guides must undergo mandatory certification at the federal level in order to improve the safety of citizens and the quality of tourist products.
On July 1, 2024, the provisions of the Federal Law of March 23, 2024 No. 63-FZ came into force, obliging instructors-guides to undergo mandatory certification at the federal level in order to improve the safety of citizens and the quality of tourism products.
Authorized organizations, the list of which is determined by the order of the Government of the Russian Federation dated May 16, 2024 No. 1156-r, have published a schedule of certification exams for instructors-guides:
- The regional certification center «Crimea» conducts certification in hiking (1-5 category), mountain (1-4 category), caving (1-3 category) types of tourism according to the certification schedule at the link https://attestation.tssr.ru/
- The All-Russian public organization «Russian Underwater Sports Federation» conducts certification in underwater tourism according to the certification schedule at the link https://certification.rufdiving.ru/calendar/
- The All-Russian public organization «Russian Mountaineering Federation» conducts certification in mountaineering and mountain tourism according to the certification schedule at the link https://instructor.alpfederation.ru/.
Please note that instructors — guides applying for certification must meet the requirements approved by the Decree of the Government of the Russian Federation of June 1, 2024 No. 1003 «On approval of the Regulation on the certification of instructors — guides».
Instructor-guides, information about whom is included in the unified federal register of instructor-guides, are required to undergo recertification no later than October 1, 2026, within the timeframe determined by the organizations authorized to conduct certification.
