Sergei Aksyonov signed decrees on the labor activity of foreign citizens in Crimea
CrimeaPRESS reports:
The restrictions are significant.
The head of the Republic of Crimea, Sergei Aksyonov, signed two decrees, according to which updated conditions for attracting foreign citizens to work are being adopted in Crimea. The inadmissibility of uncontrolled stay of labor migrants both in the Republic of Crimea and in the Russian Federation as a whole is emphasized.
Together with the Ministry of Internal Affairs of the Republic of Crimea, we are taking a number of measures that will streamline the current situation. We must understand where each migrant worker is located. Accordingly, the employer must control their presence at the workplace, and law enforcement agencies must ensure that they leave the country upon termination of their working career.– commented the Head of Crimea.
Deputy Chairman of the Council of Ministers of the Republic of Crimea Igor Mikhailichenko explained the decree establishing for 2024 a ban on the employment of foreign citizens working on the basis of patents by business entities operating on the territory of the republic for certain types of economic activity.
The document, prepared on behalf of the Head of Crimea, does not immediately introduce the restriction. It will come into force in six months, which means employers have time to select and replace their foreign workers based on patents,” explained the Deputy Prime Minister.
He clarified that citizens who violate this norm will be subject to deportation.
In turn, Sergei Aksyonov emphasized that the number of activities in which foreigners can be attracted has been reduced.
Migrant workers will be able to work only in the construction and tourism sectors— informed the Head of Crimea.
The list of types of economic activities for which a ban on the hiring of foreign workers by business entities in 2024 is established can be found at link.
That is! There should be no migrants in agriculture, trade, transport, or housing and communal services. But there are completely legal conditions for normal employment. And in Crimea they promise to fight “deceiving” migrants.
As Igor Mikhailichenko explained, the second decree establishes a rule according to which the patent for temporary employment issued on the territory of the Republic of Crimea to foreign citizens must indicate their profession.
Simply put, the patent will indicate the specialty, position, and type of work activity of a foreign citizen. If during the inspection it turns out that he is not working according to his profession, the citizen will also be subject to deportationsaid the Deputy Prime Minister.
According to information from the Deputy Head of the Migration Affairs Directorate of the Ministry of Internal Affairs for the Republic of Crimea, Alexander Palchenko, in the course of measures to stabilize the migration and operational situation on the territory of the Republic, more than 500 foreign citizens were identified who violated migration legislation.
Of these, about 100 people worked illegally. One of the reasons and conditions for the commission of administrative offenses by foreigners is the irresponsibility of the employer– noted Palchenko.
Before May 1 of this year, the government of the Republic of Crimea intends to come up with legislative initiatives to tighten penalties for foreign citizens who have violated Russian laws.
Labor migration should become more controlled, and violators are guaranteed to be expelled from Russia. We welcome all foreign workers who come to work in Crimea, but their stay here must become more organized,” summed up Sergei Aksyonov.
