Sevastopol approved a new concept for the development of the territory in the area of Lazarev Square

At a meeting of the Town Planning Council under the chairmanship of the Governor of Sevastopol Mikhail Podvozhaev, a new concept of the integrated development of the territory (CCT) between Nakhimov Avenue and Voronin Street was presented. The project was the result of long -term work with the expert community and the public aimed at creating a modern solution for one of the key sections of the city center, taking into account the historical context.
Governor Mikhail Podvozozhaev in his introductory word noted that the draft reconstruction project of the Chernomorets design, which previously provided for its transformation into a five -star hotel, caused broad public interest and discussion. The original version was temporarily suspended to reconsider the approach to the development of not only the building itself, but the entire surrounding area.
We looked at the project wider — not like the reconstruction of the Chernomorets Design Bureau, but as a comprehensive transformation of the entire quarter, which has developed historically in different periods,-quoted the press service of the Government of Sevastopol Governor.
The territory includes several significant objects: the building of the former KB «Chernomorets», the remains of historical buildings of the 19th century, the post-war building of the Children’s World, as well as the low-format buildings of the 1990s. According to the governor, the task was to most emphasize the historical value of the place and give him a modern functional load.
Within the framework of the updated plan, the territory will receive a five-star hotel for 115 rooms, a boutique hotel for 59 rooms, an apart-hotel for 22 rooms, a congress center, commercial premises in a restored building of Kondakov’s house, underground parking, designed taking into account the separation of technological flows, as well as well-maintained domestic courtyards and open public spaces.
Particular attention was paid to the integration of new buildings into existing development. The high -altitude parameters on Voronin Street were preserved, which allowed the dominance of the building on Bolshaya Morskaya, 1, and maintain the traditional visual disclosure from Lazarev Square.
The highlight of the project should be the restoration of the building of Kondakov’s house — a historical object, which in the late XIX — early XX centuries was known as the manufactory store Mikhey Kondakov and his heirs. Here it is proposed to completely recreate the building in the original historical appearance: to finish the main volume and decorative elements in plaster, the pitched roof is folding, and perform the towers using a roofing checker.
Functional purpose is taken into account based on the historical context: in the house of Kondakov it is supposed to open a cafe.
We do not change the current high -rise structure and do not close important monuments: our task was to maintain the spirit of the city and at the same time propose modern solutions that will fit into the historical environment organically, — Says the head of the architectural project, director of LLC APB Basil Maxim Snarkis.
The implementation of the project will be carried out through the mechanism of the integrated development of non -residential development.
The project involves a comprehensive update of the Center for Sevastopol with the preservation of heritage and historical appearance and the corresponding conclusion of dissonating objects. The deadline for its implementation will depend on the coordination of interests and passing all the necessary competitive procedures— emphasizes the acting deputy governor Maxim Zhukalov.

The concept of integrated development of the territory was approved by the Town Planning Council. Next, the trading procedure for the right to implement the KRT project will begin. After that, a redemption of the necessary objects will be made and the preparation of a full package of documents for obtaining a building permit.
The project will once again be considered at the architectural council before the start of construction work.
The presented project sets a new development vector for the center of Sevastopol, combining a respectful attitude to cultural heritage with the need to modernize the urban environment.
