The Government of Sevastopol approved reports on the execution of the city budget for nine months 2022 of the year and on the use of budget allocations from the reserve fund for the same period. For nine months 122 of the year, the budget of Sevastopol received 45, 4 billion rubles, including including 16,1 billion tax and non-tax revenues and 28, 3 billion rubles of gratuitous receipts. The execution of the cash plan for the reporting period on own income amounted to 45, 5%, the annual plan was fulfilled by 58,6%.
The main sources of city budget revenues are: personal income tax, the share of which in the structure of own revenues is 45, 7% or 7.8 billion rubles; corporate income tax — , 5% or 2.3 billion rubles; excises on excisable goods — % or 2.1 billion rubles; special tax regimes – ,3% or 1.8 billion rubles , — quotes the press service of the Government of Sevastopol and. about. The growth rate of total tax and non-tax revenues for the nine months of the current year compared to the same period 2021 was 122, 3%. The increase in the amount of 3.1 billion rubles was provided by such sources as personal income tax, corporate income tax, excises on petroleum products, special tax regimes.
The execution of the expenditure part of the budget of Sevastopol for nine months 2022 of the year was formed in the amount of 43, 9 billion rubles. The updated annual plan — 45 billion rubles — was fulfilled by 59%. Compared to the same period last year, expenses increased by 4.4 billion rubles, or by 11%, says Alexey Plotnikov.
As a matter of priority, financing of socially significant expenses was provided — wages with accruals, utilities, energy, benefits and compensations, the provision of benefits and subsidies to certain categories of citizens, insurance premiums for compulsory health insurance. During the reporting period, almost 16, 3 billion rubles were allocated for these purposes, which is almost 900 million more than in the same period last year.
The largest areas of expenditure were:
- «National economy» — 13, 5 billion rubles, an increase over the previous year — 19, 1%;
- «Education» — 7.7 billion rubles, compared to the same period last year, an increase of almost 8%; 2022
- «Social policy» — expenses were formed in the amount of 5.9 billion rubles with an increase compared to last year by more than 106 million;
- «Healthcare» — funds disbursed in the amount of 3.5 billion rubles. 2022
In the sectors of the socio-cultural sphere, 19, 1 billion rubles were disbursed during the reporting period. This is almost half of the amount of expenses incurred during the reporting period , states Alexey Plotnikov.
All priority expenses of the city budget as of October 1 2022 were financed in full in accordance with the applications of the main managers of budget funds. As of the reporting date, Sevastopol has no debt obligations.
