Sevastopol approves the procedure for working with licenses in relation to subsoil sites of local importance

Plots of subsoil local significance are areas containing common minerals used for geological study, construction and operation of underground structures of local and regional significance, as well as containing underground waters (production volume of up to 500 cubic meters per day) used for drinking or technical water supply, including horticultural and gardening partnerships.

As of January 1 of this year in Sevastopol, 167 licenses for the use of subsoil are of local importance: 162 for underground waters, one for the extraction of solid minerals and four for the study and operation of underground structures.

The grounds for stopping, suspension or restriction of the right to use subsoil plots can serve:

• direct threat of people’s life and health;
• violation of the terms of the license;
• liquidation of the user of the subsoil;
• violation of requirements for rational use and protection of subsoil;
• Emergency situations of a natural and technogenic nature.

The termination of the right to use after the expiration of the license is automatically and does not require a commission of the commission.

The new procedure determines the decision -making procedure on the termination, suspension or restriction of the right to use subsoil plots. He establishes requirements for applications and documents, the procedure for consideration and decision -making by a special commission created by the Department of Natural Resources and Ecology of the City.

The procedure can be initiated by authorized bodies, the subsoil user himself or in the case of the liquidation of a legal entity. The commission considers all appeals and makes the relevant decisions.
