Sevastopol did not support the initiative to revive Ukrainian hunting agreements

The Government of Sevastopol and the Legislative Assembly sent to the State Duma of the Russian Federation negative reviews for the draft Federal Law “On the features of legal regulation of relations in the field of hunting and preserving hunting resources in the Republic of Crimea” (in terms of regulation of legal relations in the field of preservation of hunting resources in the city of the city of federal significance of Sevastopol ”.
This draft law was submitted to the State Duma without taking into account the opinion of Sevastopol. As a substantiation of the need to adopt the law, the existence of the current three hunting agreements concluded until 2014 is indicated.
Recall, on behalf of Mikhail Razvozhaev, the government of Sevastopol led a long work to return hunting grounds to the property of the city.
The legitimacy of these hunting agreements, which was inherited from the Ukrainian period, was studied by courts up to the Supreme Court of the Russian Federation. According to the claims of the General Prosecutor’s Office of the Russian Federation, the prosecutor’s office of the city of Sevastopol, supported by the Government of Sevastopol, private hunting agreements and lease agreements for forest plots (hunting lands) are invalidated.
Separately, attention should be paid to the economic component: the amount of fees according to the previous agreements was less than 10 thousand rubles for 10 years for more than 31 thousand hectares, which contradicts the interests of the city and does not reflect the real value of the city’s natural resources used.
In addition, the proposed bill contradicts the General Plan of the city of Sevastopol, adopted on 02/18/2025.
This bill entered the Government of Sevastopol. The review is negative. The governor of the city of Sevastopol does not support this initiative. On his behalf, we will work together with our deputies of the State Duma and senators of the Russian Federation so that this bill is not adopted— explained the deputy governor of Sevastopol Svetlana Pirogova.
The position of the Governor of Sevastopol and Sevprirodnadzor has always been consistent: all issues regarding the organization of hunting activities of the region should be resolved strictly under the legislation of the Russian Federation, in compliance with the interests of the city, principles of publicity and social responsibility— said the head of Severodnadzor Julia Gavrilova.
