Sevastopol discusses situations related to troubled houses

Under the chairmanship of Governor Mikhail Razvozhaev, a meeting of the commission for regulating urban planning activities during the commissioning of constructed (reconstructed) capital construction projects in Sevastopol was held. What they talked about:
- In the first part of the meeting, the governor was reported on the implementation of instructions based on the results of the commission’s meetings. For a number of capital construction projects, work continues to assist the developer in implementing the necessary measures aimed at commissioning. We are talking about the MKD on General Ostryakova Ave., 244 (ZHSK «Ostryakovo»), MKD on the street. East, 7 and 22, MKD on the street. Artdivizionovskaya, 4, 6, 8, MKD on the street. Heroes of Stalingrad 7 and other objects.
- Discussed the situation with the object on the street. Mayachnaya, 27, an MKD was built on the lands of IZHS. The object is inhabited, but not connected to communications. In order to save the house, the representative of the owner of the land plot and the capital construction object explained that at the moment a statement of claim has been sent to them to release this object from other persons. The Commission has not yet made a decision on this object.
- We reviewed the situation with PC ZhSK «Parkovy-14», 114 deceived equity holders own approximately 40% of the area, according to the project there should have been 294 apartments and 40 non-residential premises. The government of Sevastopol is currently taking measures to find an investor who could complete the construction of this facility.
- Regarding the three-story residential building on the street. Brusnichnaya, 12 (TSN «Kulikovo Pole», section 94) — based on the decision of the previous meeting of the commission, the developer provided a conclusion on the safe operation of the facility in a landslide zone. At the same time, part of this residential building is partially located in the security zone of power grids, which is contrary to the requirements for safe living. The developer was offered the option of removing networks, and until he fulfills these requirements, the Government will not be able to conclude a settlement agreement.
- Regarding the residential building on the street. Novorossiyskaya, 61, a survey of foundations was carried out, the issue of inclusion in the register of supervised objects of Sevgosstroynadzor is being considered, the commission outlined positive prospects for resolving the issue.
- The issue of a residential building on the street was also considered. Gavena, 7. Based on the approved documentation, this land plot is included in the list of land plots in respect of which it is planned to reserve or withdraw for state or municipal needs. Here, the Government decided to seize the land (provided during the Ukrainian period) in order to prevent the construction of a house, which is opposed by local residents. In return, the Government must provide the developer with an alternative site.
- Concerning a residential building in ST «Yablonya» uch. No. 100, account. No. 102 — the commission has not yet made a decision, since the owner of the land plot has died, and the heirs do not want to enter into inheritance rights. After 6 months, this site can become an escheated property and the proceedings will continue further.
In the second part of the meeting, new problematic objects were considered. Yes, on st. Universitetskaya, 20/9, an apartment building was built on the land of individual housing construction, there is a court decision on demolition. The developer was imprisoned, and his wife fled to Ukraine with the money of deceived buyers. For this object, the commission decided to demolish and the impossibility of legalizing this object.
Two built objects on the street. Geroev Brest, 58, 60 — two apartment buildings were built on the IZHS site. The decision of the Gagarinsky District Court of Sevastopol on the demolition of the unauthorized building entered into force in 2016. There are no conditions for transferring buildings to MKD. Commission verdict: dismantling.

But at the same time, there is a right of ownership, it was received under an amnesty in 2017. The commission decided that the house could be preserved under a number of conditions.
Object at st. Pirogova, 3 is the last section of an apartment building, the previous sections of which were commissioned during the Ukrainian period. Here, the commission decided to legalize the house, since its demolition due to its location and adjoining other houses is impossible.
Mikhail Razvozhaev once again explained the principle of the commission’s work: houses built in the Ukrainian period or according to Ukrainian documents can be legalized if all the requirements from the responsible authorities are met. Those who started illegal construction after 2014, when Russian legislation was already in force, will be demolished.
The main principle is this: everything where there are no people, even if everything is sold, we will liquidate. Where people have been living for several years, we make exceptions, but any other attempts at similar stories will be severely suppressed— quotes the press service of the Government of Sevastopol Mikhail Razvozhaev.
