At the 32th meeting of the Federation Council, within the framework of the «Hour of the Subject of the Russian Federation», a presentation of the federal city of Sevastopol took place.
As noted by the Chairman of the Federation Council Valentina Matvienko, Sevastopol is a special, iconic city for the whole of Russia.

Governor Mikhail Razvozhaev presented to the senators a report on how Sevastopol has changed over the eight years as part of Russia and spoke about the priority areas for the development of the region.
Now, when our army is participating in a special military operation, when our country is fighting neo-Nazism, everyone in Sevastopol understands what a responsible and necessary step was taken eight years ago when Sevastopol returned home. For eight years, with the support of the President of the Russian Federation Vladimir Vladimirovich Putin, the Federation Council and the State Duma, the Government of Russia, a lot has been done , — Razvozhaev noted.
The governor recalled that in eight years the energy blockade has been lifted, the Balaklava thermal power plant has been built, large-scale water supply projects have been implemented, and the Tavrida highway has been built. For eight years in Sevastopol, 157 hectares of public spaces, squares and parks have been landscaped, more than 199 objects.
In his address, Mikhail Razvozhaev noted that problematic moments remain in the region and enlisted the support of senators in their solution. Hot topics include heat supply issues, construction of new sports facilities.
To improve the efficiency of the heat supply system of Sevastopol, we need to decommission the old thermal power plant by building 11 new block-modular gas boilers and reconstruct (transfer to gas) coal and fuel oil boilers. Sevastopol also needs technical re-equipment and reconstruction 32 kilometers of heating networks. Dear senators, we also ask you to support the construction of the water-rowing base «Chaika» in Inkerman and the reconstruction of the year-round camp «Omega» , — said the governor.
The head of the Federation Council drew attention to the fact that Sevastopol is regaining the title of an important industrial center. Last year, the growth of industrial production amounted to more than twenty percent, the volume of investments — almost fifty percent. Not only traditional industries for the city are developing, but also new directions. Following the example of many Russian regional centers, a technology park in the field of information technology has been created.
Much is being done to improve the quality of life of citizens. New educational institutions, children’s and sports grounds have been built, parks and squares have been reconstructed or created from scratch. Hospitals and polyclinics are being overhauled and equipped , said Valentina Matvienko.
The head of the Federation Council noted that the leadership of the region has set a goal — to turn Sevastopol into the most modern cultural, tourist, sports, and technological center on the Black Sea, while maintaining its unique atmosphere, comfort and sincerity.
The Federation Council, as the Chamber of Regions, will provide comprehensive support to your undertakings, assured the Chairman of the Upper House of Parliament.
Chairman of the Legislative Assembly of Sevastopol Vladimir Nemtsev said that in the course of the work done over the past years on the formation of the legislative base of the new subject of the Russian Federation, a 622 law was adopted, of which 199 – basic.
