Sevastopol presented priority areas for the development of children's recreation programs and the sphere of culture

An expanded meeting of the Committee on Science, Education and Culture was held today in the Federation Council. Within its framework, the vice-governors of Sevastopol, Igor Mikheev and Maria Litovko, presented priority areas for the development of children’s recreation programs and the cultural sector in the Hero city.
Igor Mikheev noted in his report that the number of schoolchildren in Sevastopol is growing every year. If in 2014 year there were about 37 thousand students in the city, now their number exceeds 51 thousand. In this regard, the need for places for recreation and health improvement of children is increasing.
In total, there are three stationary camps in Sevastopol that accept children in the summer: «Laspi», «Mountain» and «Alkadar». But there are camps on the territory of the city that are not currently functioning, for example, the Omega camp. The object is quite expensive, but it has many advantages: convenient infrastructure and access, it can work all year round, it has two buildings. Therefore, we want to focus on improving the health of children with disabilities in it , — said Igor Mikheev.
He added that the Omega camp will be able to host up to five thousand children a year. This will double the coverage of summer wellness.
The vice-governor also spoke about the priority directions of development in the sphere of culture of Sevastopol. One of them is the repair of the Andreevsky Palace of Culture, which is located in the countryside and covers more than thousand inhabitants.
For residents of seven villages, this is the only opportunity to be involved in cultural life. Now the institution is functioning at a quarter, one wing is completely closed due to an emergency condition. Unfortunately, the Palace of Culture is not currently included in any program, so we will submit a project to the program of the Ministry of Culture in order to receive support , — said Igor Mikheev.
Also in need of repair is an object of cultural heritage — the building of the Central City Library. L. N. Tolstoy. Every year, the institution is visited by more than 37 thousand people, it also has 29 branches, including in rural areas.
Now the library is half-working. Part of the halls with access to the electronic library, including the presidential one, cannot be visited, as the condition is emergency. The institution is not included in any support program, so if possible, we would like to include it. The draft scientific documentation has been developed, recalculated taking into account the current price level. This is an important object for the city , — emphasized the Deputy Governor of Sevastopol.
During the committee meeting, it was noted that Dmitry Kostkin, Director of the Department for the Implementation of Regional Investment Programs of the Ministry of Economic Development of the Russian Federation, will oversee priority areas in the field of children’s recreation and culture. According to him, the department pays special attention to solving issues related to the development of education, children’s recreation and culture on the Crimean peninsula, including in Sevastopol.
As part of the execution of the instructions of the President of the Ministry of Economic Development, it ensures the formation of a draft program (State program «Socio-economic development of the Republic of Crimea and the city of Sevastopol) up to 2027 a year, including taking into account the proposals of the Government of Sevastopol . In particular, the city proposed to include such facilities as the Avangard Center for Military Patriotic Education of Youth, two facilities aimed at the development of physical culture and sports for children, eight cultural and cultural heritage events. As for the Omega camp, we have not yet received such proposals, but if the leadership of the Government of Sevastopol decides to prioritize the implementation of this project and submits the necessary package of documents, we will certainly take them into account when developing the draft program until 2027 of the year, — said Dmitry Kostkin.
Also, within the framework of the extended meeting of the committee, Deputy Governor of Sevastopol Maria Litovko presented a project in the field of children’s tourism. Together with tour operators in the city, they prepared a four-day excursion, within which children from different regions of Russia will be able to learn more about the history of the whole country through the history of Sevastopol and ancient Chersonesos.
The development of tourism is a priority sector of our economy, but the development of children’s tourism is no longer just an economy, it is the culture of our entire country. As part of the Creative People federal project, there is an excursion program that allows schoolchildren from different regions to travel to another region for a few days and learn about its history. Thanks to this project, about two thousand children will be able to come to Sevastopol, and we are ready to provide an excursion program and enable the children of our country to learn more about the origins of our Motherland , — said Maria Litovko.
For four days, young guests of Sevastopol will be able to visit the patrol ship «Sharp-witted», Sapun Mountain, the living history park «Fedyukhina Heights», 35-th coastal battery, Balaklava and the museum reserve » Tauric Chersonesos.
The participants of the extended meeting of the Federation Council Committee on Science, Education and Culture supported the priority areas for the development of children’s recreation programs and the cultural sector of Sevastopol.
It will be necessary to make a meeting in the coming days so that colleagues do not just leave with promises to wait for prioritization. We need to look at what is needed for this, discuss communication, taking into account the strategic importance of the city. Everything is calculated, thought out and there is a meaningful part — all this will have a synergistic effect , — concluded the chairman of the committee Lilia Gumerova.
Recall that the Days of Sevastopol are held in the Federation Council from June 6 to 8. During this time, within the framework of committee meetings, the delegation of the city, headed by Governor Mikhail Razvozhaev, discusses the development of the region. In particular, we are talking about the development of education, agriculture, winemaking, tourism, and communal infrastructure. The result of the events will be the adoption of a resolution «On state support for the socio-economic development of the federal city of Sevastopol.»
