Sevastopol WWTP “Yuzhnye” is 26% complete

On May 16, Sevastopol prosecutor Andrei Shevtsov, together with first deputy Dmitry Tellin, checked the progress of construction of the Yuzhnye sewage treatment plant.

The visit to the site was carried out jointly with the head of the capital construction department, representatives of the contractor — Regional Construction Company LLC, FAU Roskapstroy and employees of the city prosecutor’s office supervising the implementation of the state program «Socio-economic development of the Republic of Crimea and Sevastopol». The prosecutor was informed about the progress of construction. Problematic issues arising during the implementation of the government contract were discussed with representatives of the contracting organizationa,” the department’s press service reported.

Currently, the overall construction readiness of the facility is 26%. The delay from the work schedule by the state customer — capital construction is not recorded. More than 250 people and 30 pieces of equipment work at the construction site.

The prosecutor focused the attention of those present on checking the need to respect the rights and legitimate interests of citizens whose land plots are subject to seizure in connection with the construction of treatment plants. In addition, A. Shevtsov instructed the supervising prosecutors to ensure constant control over the expenditure of budget funds, compliance with the requirements of urban planning, land and environmental legislation, the press service of the Sevastopol prosecutor’s office reported.

Sewage treatment facilities in Sevastopol — Sewage Treatment Plant «Yuzhnye» — were built over 50 years in the Kamyshovaya Bay area, and the construction work was not completed in full. Since 2001, only mechanical treatment has been carried out at the WWTP, which is why tens of thousands of cubic meters of insufficiently treated wastewater are discharged into the Black Sea per day.

The federal target program for the Yuzhnye WWTP allocated 8.5 billion rubles. The first contract for the reconstruction of treatment plants in Kamyshovaya Bay and the construction of new ones in Balaklava was concluded with NPP Biotechprogress in 2017. But in the spring of 2018, an advance payment for a government contract of two billion rubles ended up in the accounts of a bank with a revoked license. A criminal case was opened, on the basis of which in October 2019, the former head of the Sevastopol Municipal Services Department, Mikhail Tarasov, was arrested. His case is currently being heard in the Leninsky Court of Sevastopol.

In the fall of 2020, a new contract was signed for the reconstruction of the Yuzhnye WWTP. The new deadline for completing the work was 2023, then the deadline was postponed again because the project had to be redone. Now in Balaklava they are not building wastewater treatment plants, but rather running a sewerage system to the WWTP in Kamyshovaya Bay.
