Sevastopolenergo takes over the power grid of gardening partnerships

The transfer of SNT power grid facilities to the gratuitous management of a backbone territorial grid organization for further operation should solve problems with power supply in gardening communities of Sevastopol.

On September 1, recalls Sevastopolskaya Gazeta, the Federal Law of July 13, 2024 No. 185-FZ “On Amendments to the Federal Law “On Electric Power Industry” and certain legislative acts of the Russian Federation” came into force. The law provides for the creation in each subject of the Russian Federation of a single center of responsibility for reliable energy supply, which will be a backbone territorial network organization (STSO). In Sevastopol, such an organization was the Sevastopolenergo company.

Gardeners of the city turned to the company for clarification with a request to clarify how SNT’s electrical grid facilities will be transferred to the ownership of the territorial grid organization.

A constructive dialogue with gardeners took place— reported the press service of Sevastopolenergo.

At the meeting, which was attended by more than 50 representatives of different SNTs, they were able to find out what the network transmission algorithm is, who will control electricity metering devices, the conclusion of direct contracts with the energy sales company, how quickly power engineers will respond to emergency situations, and many others.

The process is slow

There are more than 450 gardening partnerships in Sevastopol. According to Ekaterina Alexandrova, chairman of the SROO “Gardeners of Heraclea”, who was present at the meeting, there are many problems with electricity in SNT, but they are gradually being resolved, although the process is very, very slow.

The problem is that network power grids were mainly built a long time ago, back in the Soviet Union, when 3 kW was allocated per plot of land: a boiler and a light bulb. Now the needs are different: heated floors, air conditioners and much more, and they allocate 15 kW. Some SNT still use old aluminum wires with low throughput. Therefore, in cold weather, due to excess capacity, the networks cannot withstand. Accidents occur: the machine turns on, wires start to burn, transformers explodesays Ekaterina Alexandrova.

Another problem is the lack of documentation for the installation of electrical networks, which includes power transmission towers, power lines themselves, transformer substations or metering panels. In some gardening associations, supports were installed without design documentation — in an economic way only on the basis of technical conditions, which for one reason or another were also not met. And without a project, there are no networks. In any case, this is very difficult to prove.

In addition, electrical networks require maintenance. To do this, the chairman of the SNT must have a staff of employees: a chief engineer responsible for electrical equipment, and an electrician.

According to Sevastopolenergo, the transfer of electrical grid equipment can only occur through donation, that is, free transfer from one business entity to another and in no other way. And this formulation of the question somewhat confuses Sevastopol gardeners. Since in some regions of Russia, in addition to donations, they also practice the transfer of electrical networks through lease.

According to E. Alexandrova, transferring network equipment to the balance sheet of STSO is beneficial for partnerships that do not have very many members and their financial capabilities are limited. But it’s a different story with SNT, which owns modern electrical networks. They do not want to transfer their property for free.

For example, in one SNT, an electrical network was built in 2018, for which the members of the partnership paid 12 million rubles. Therefore, they would like to get their money back. Such issues still require thinking and making compromise decisions.says the chairman of the SROO “Gardeners of Heraclea”.

In order to transfer electrical equipment to Sevastopolenergo, all members of the gardening partnership must be transferred to direct agreements to pay for electricity directly with the resource organization, and not pay under agreements with SNT. On average, across all partnerships, approximately one third of the market areas have not switched to direct contracts with the resource company, which complicates the transfer work.

There are other problems: not all owners have privatized their land plots. There may be up to seven percent of such people across all SNTs. Questions arise with the Internet wiring placed on power transmission poles, and with the lighting of roads in the gardening community.

Each SNT will have to solve problems with street lighting independently: enter into an additional lease agreement for poles, which we will transfer free of charge to Sevastopolenergo, and then we will have to pay money for placing our lights on the polesnotes E. Alexandrova.

At the same time, she is optimistic and confident that gradually all issues will be resolved in one way or another.

In any case, the process of transferring network equipment has been started and clarifications have been received. And gardening partnerships have already appeared — pioneers who transferred their electrical networks to the balance of Sevastopolenergo. So the work continues.
