Shortages of legislation in the field of classification of accommodation facilities — what the hotelers of Crimea need to know

As Tatyana Lobach noted, the bill “On the Conducting an experiment on the provision of services of guest houses” has undergone large changes since its adoption in the first reading and now it is on consideration State Duma in the next reading. According to her, the main task of adopting the law is to observe the rights of conscientious entrepreneurs who pay taxes, but so far limited in measures to support the state, advertising, and work with tour operators. It is also important to listen to the opinion of the regions planning to participate in an experiment, the list of which is significantly expanded in the bill.

Sergei Hanziy informed that from January 1, 2025, amendments to the Federal Law “On the Fundamentals of Tourist Activities in the Russian Federation” entered into force, which provides for a new two -stage classification system for accommodation facilities, and until September 1, 2025, all hotels, sanatoriums, recreation centers, campsites should include their data in the data in A single register Classification objects in the field of the tourism industry (go through the stage «Self -esteem»). At the second stage, to obtain a category (star), the accommodation agents are subsequently applied to accredited organizations. The register automatically already includes 858 accommodation of the Republic of Crimea, however, the issues of inclusion mechanics in the register, the maintenance of which are carried out by Rosakcreditation, are still problematic for many. At the same time, about 9 thousand guest houses in Crimea are still waiting for the adoption of a bill on their status.

Significant innovations in the legislation for the hospitality industry transform the market and are designed to systematize and legalize it. This is a large -scale harmonious integration of small accommodation facilities in the legal field, which we must go together. The Ministry of Resorts and Tourism of the Republic of Crimea as a regional executive body is endowed with control and supervision functions and coordinates the classification of accommodation facilities. The expert discussion was attended by representatives of the administrations of the resort regions of Crimea, travel agencies, more than 200 representatives of small and medium -sized businesses, heads of industry public organizations in the field of tourism, entrepreneurs carrying out accommodation services, for whom innovations in the legislation are fundamental, as these are mainly family business. Representatives of public organizations made a number of proposals and comments that are planned to include in proposals from the Republic of Crimea to the Ministry of Economic Development of the Russian Federation to amend the bill “On the Conducting an experiment to provide services of guest houses”.
