From March 1, 2025, the Bank of Russia will reduce risk coefficients for some types of mortgage lending, according to the regulator website. Entricacles for housing loans with an initial contribution of more than 20%will be reduced, which banks give out to borrowers with low credit load.

The Bank of Russia clarified that the risk coefficients of risk coefficients will be reduced by loans issued to borrowers with an indicator of the debt load below 70%. The Central Bank took this step, as he sees the weakening of imbalances in the housing market.

For more risky segments of housing lending, the regulator allowances remain unchanged. At the same time, from July 1, 2025, the Central Bank will begin to use the tool of macroprudentic limits, which allows to additionally limit the issuance of a risky mortgage. The Central Bank added that the values ​​of the allowances can be revised.

A decrease in the permits to risk ratios will not lead to a serious slowdown in the accumulation of the macroprudentic buffer of capital on a mortgage, confident in the Bank of Russia. The Central Bank believes that when implementing a risky scenario, a buffer of 2% will cover losses on mortgage loans.

Risk coefficients — These are the requirements that the Central Bank set for banks issuing a mortgage. The Central Bank determines the risk factor of the loan based on the size of the initial contribution and the debt load. The allowances increase these coefficients, as a result, banks need more capital for the issuance of loans to borrowers, which the Central Bank was classified as risky. With high allowances, it is unprofitable for banks to issue loans to insolvent borrowers.
