Russia continues to expand the list of products subject to mandatory labeling. System notes «Parliamentary newspaper», designed to clear the market of fakes. Since September 1, the labeling of antiseptics, wheelchairs, medical products, juices, soft drinks, as well as biologically active food supplements (BAA) has become mandatory.
Biologically active food supplements
Dietary supplements in Russia are not medicines, they belong to the category of food products. However, these products are related to the life and health of people, and their distribution is allowed remotely, so control is of great importance here, Deputy Minister of Industry and Trade Ekaterina Priezzheva said earlier during a meeting in the Federation Council.
The sale of nutritional supplements is allowed remotely, so special control is required. Labeling will help ensure this.she explained.
A special mark will need to be placed on the packaging of fish oil, a mixture of vitamins for a balanced diet, lozenges for sore throats, algae.
The labeling of dietary supplements will be introduced in stages. On September 1, the mandatory registration of participants in the turnover in the marking system started. From October 1, a special code must be applied to the packaging. From March 1, 2024, information about the withdrawal of dietary supplements from circulation must be entered into the information system, and from May 1, 2024, all market participants must provide information about the turnover of dietary supplements.
Antiseptics
A pilot project for labeling antiseptic products was launched at the initiative of the business in early April 2021. The prerequisite for its holding was the unprecedented growth in the production of counterfeit products associated with the COVID-19 pandemic and increased demand for antiseptics. The test period has ended. The introduction of mandatory labeling will also take place in stages. From September 1, all domestic manufacturers, importers, wholesalers and retailers of antiseptics must register in the labeling system, and coding is mandatory from October 1.
medical devices
Air disinfectants, orthopedic shoes and insoles for them, hearing aids, coronary stents, tomographs, diapers and diapers will be marked. It is necessary to apply the code on air disinfectants and orthopedic shoes from October 1. And from March 1, 2024, the marking of other types of medical devices becomes mandatory.
In addition, from September 1, registration in the labeling system of manufacturers and importers of wheelchairs started. And from October 1, the introduction of unmarked products into circulation is prohibited.
Soft drinks
The start date for mandatory labeling and its rules are determined by a government decree.
Manufacturers, importers and sellers of non-alcoholic beverages are required to apply for registration in the state monitoring system within 15 days after the start date for the implementation of the label — September 1. In addition, they must ensure that their software and hardware are ready for information interaction with the monitoring system, and also be tested within the next 15 days.
From December 1, it is necessary to apply the code on products packed in glass or polymer packaging. From March 1, 2024, the mandatory labeling of drinks in aluminum cans will start. Applying the code to juices, nectars and compotes is mandatory from June 1, 2024. The sale of non-labeled non-alcoholic beverages introduced into circulation before the start of mandatory labeling will be allowed until the expiration date of these products.
Fair competition and quality improvement
Recall that the experiment, designed to stop the sale of illegal and low-quality products, started in 2016, when products made from natural fur were marked. The pilot project was a success and a gradual process improvement and expansion of the product list began. Now the list of products subject to mandatory labeling includes medicines, fur coats, tobacco, perfumes, tires, textiles, shoes, photographic products, dairy products, packaged water.
The list of goods will expand, as the results of this activity indicate a positive effect, Vladimir Gutenev, chairman of the State Duma Committee on Industry and Trade, told Parliamentary Newspaper. “The labeling system helps increase market transparency. It allows you to create a more fair competitive environment, does not allow unscrupulous market participants to hide from taxes and thus gain more advantageous positions. But the most important thing is that labeling ensures the safety of consumers, especially if we are talking about pharmaceuticals or food products that directly affect people’s health,” the deputy noted.
Accounting for cows and horses
Also, from September 1, amendments to the law on veterinary medicine came into force, which introduce mandatory labeling of farm animals and their registration.
Marking will become mandatory, in particular, for cattle, pigs, sheep, goats, as well as poultry, rabbits and bees. All cattle, horses, camels, as well as animals from shelters and cultural and entertainment institutions will be marked individually. Pigs, sheep, goats, chickens, turkeys and ducks, as well as bees, are subject to group marking and accounting.
The process of registering the animal will be free for its owner, and he can choose the means of marking himself and buy at his own expense. This can be a plastic tag, subcutaneous microchip, bolus, ring or collar. Each animal or group of animals will be assigned a unique identification number consisting of letters and numbers. It will be valid throughout the life of an animal or the entire existence of a group of animals.
The application of the number will become mandatory from March 1, 2024.
