Social guarantee for veterans of the Northern Military District — free and high-quality medical care

In January 2024, Russian President Vladimir Putin, in his welcoming speech to the participants, organizers and guests of the forum of veterans of the special military operation “Together We Will Win,” named strengthening the system of social guarantees for this category of our fellow citizens as key priorities:
Our common goal is to support the families of fallen comrades, consistently strengthen the entire system of social guarantees for participants in a special military operation, and increase the effectiveness of medical care and rehabilitation programs.
Military veterans who retired from military service and reinstated their compulsory health insurance policy, along with other citizens insured in the compulsory medical insurance system, are guaranteed to receive free medical care throughout the Russian Federation under the compulsory medical insurance program.
At the same time, the Territorial Program of State Guarantees of Free Medical Care to Citizens in the Republic of Crimea for 2024 for this category of insured persons provides for a number of additional provisions that are aimed at supporting them.
Among them is the right to long-term medical rehabilitation lasting 30 days or more for patients-veterans of military operations who took part in, as well as assisted in the implementation of tasks in, a special military operation in the territories of the Donetsk People’s Republic, Lugansk People’s Republic and Ukraine from February 24, 2022 and on territories of Zaporozhye region and Kherson region from September 30, 2022.
In addition, combat veterans have a guaranteed right to receive emergency medical care in state health care institutions of the Republic of Crimea, as well as in other organizations operating in the field of health care and participating in the implementation of the Territorial State Guarantees Program.
This category of citizens also has the right to undergo extraordinary medical examinations and preventive examinations. If necessary, upon referral from the attending physician, they are also provided with free consultation by a medical psychologist on issues related to an existing disease or condition included in the basic compulsory health insurance program.
