Sevastopol police have completed a criminal investigation into fraudsters who stole more than 11 million rubles from the city budget

An investigator of the investigative unit of the Investigation Department of the Ministry of Internal Affairs of Russia for the city of Sevastopol completed an investigation into a criminal case of fraud during the overhaul of the State Budgetary Institution “Sevastopol Boarding Home for the Elderly and Disabled”, committed on an especially large scale— reported the Ministry of Internal Affairs for the city of Sevastopol.

Well, the details of the case are as follows:

During the preliminary investigation, it was established that a 50-year-old resident of the Republic of Crimea and his acquaintance, a 52-year-old resident of Moscow, being general directors of two construction companies, entered into a preliminary conspiracy to fraudulently steal funds from the budget of the city of Sevastopol. For this purpose, they found on the electronic platform of the Unified Information System in the field of procurement a notice of an electronic auction for the implementation of work on the comprehensive improvement of the territory of one of the city state budgetary institutions.

In accordance with the distributed roles in the criminal scheme, one owner of a construction company had to prepare all the necessary documents to participate in the competition for concluding a contract for the provision of repair work, and his accomplice had to conclude an agreement with the institution for the provision of services for the provision of construction control over the execution of these repairs works and in the future provide the customer with deliberately false information about the work performed and the equipment supplied. At the same time, the defendants concealed from the customer the fact that the head of the company that would carry out construction supervision was the chief engineer of the enterprise that would carry out the construction work.

The defendants entered into both agreements, but they did not intend to fulfill their obligations properly and in full. Being confident in the integrity of the work contractor and the representative exercising control, the customer transferred the amounts of money indicated in the acts of acceptance of the work performed, without suspecting an illegal scheme.

Over the course of three months, the defendants managed to receive payment for work not actually completed and equipment not delivered in a total amount of more than 11 million rubles, allocated from the Sevastopol budget, which they subsequently spent on personal needs.

During the investigation, the accomplices were charged with committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation “Fraud committed by a group of persons by prior conspiracy, using their official position, on an especially large scale.” The sanction of the article provides for up to ten years in prison— reported the Ministry of Internal Affairs for the city of Sevastopol.

In the near future, the relevant materials of the criminal case with the indictment approved by the prosecutor will be sent to the court for consideration on the merits.
