State Duma deputies adopted bills on classified real estate in the first reading

State Duma deputies, experts say RBC Real Estateadopted two bills in the first reading. The first one is the normative act “On the peculiarities of registration of rights to certain types of real estate objects” — it defines the rules for registering sensitive objects. The second one amends the existing 52-FZ and 218-FZ in terms of the specifics of the preparation of documents and the implementation of cadastral registration and state registration of the right to sensitive objects.
The bills propose to abolish the need to enter information about the owners of sensitive objects into the Unified State Register of Real Estate (EGRN).
The explanatory note states that the exclusion of the need for state registration of other property rights to sensitive objects, except for the right of ownership, will make it possible to carry out cadastral registration of such objects without entering information that constitutes a state secret into the USRN.
Changes in legislation will help ensure not only the security of the Russian Federation in the field of protecting state secrets and information about relevant real estate objects, but also the completeness of the public register of real estate and taxationfollows from the document.
In May 2023, deputies of the State Duma adopted in the first reading a bill simplifying the mechanism for entering into the Unified State Register of Real Estate (EGRN) information about the boundaries of settlements and territorial zones in the presence of intersections with the boundaries of land plots. Now such intersections are legally an obstacle to entering borders into the USRN.
