State Duma deputies propose to expand the scope of the “dacha amnesty”

To the State Duma, reports «Russian newspaper»a bill has been introduced lifting the ban on building houses on agricultural land. But there is a fundamental condition: the relaxation applies to plots received by summer residents before July 2016. So existing arable land and hayfields will remain protected.
The initiative was put forward by a group of deputies. One of the authors of the document is the Chairman of the Committee on State Construction and Legislation Pavel Krasheninnikov.
He reminded RG that, according to current legislation, agricultural land plots located no further than 30 kilometers from the boundaries of rural settlements can only be used for agricultural activities. For example: growing, producing and processing agricultural products.
However, various summer cottage villages are often located on agricultural lands within the boundaries of rural settlements and are used by citizens not for farm work, but for relaxation from city life.
Gardeners and vegetable growers have been provided with plots of land since the 1940s, including agricultural lands that were closer to populated areas than the 30 kilometers established by the current law. — says Pavel Krasheninnikov. — Over the years, people have built houses, some SNTs have grown and have their own infrastructure. However, current legislation limits the use of these territories for gardening or vegetable gardening.
The fact is that new rules came into force on July 4, 2016, prohibiting the construction of houses on fields near cities. Many summer residents found themselves in a difficult situation. Therefore, the initiators of the project propose to protect people.
We propose this bill in development of the “dacha amnesty”— said Pavel Krasheninnikov. — Often, citizens themselves do not know that their SNT is located on agricultural land, and find out about it only when they decide to take advantage of the provisions of the «dacha amnesty» and register the plot in a simplified manner. Of course, they encounter difficulties, refusal to register and other problems. The bill is aimed at protecting the rights of land owners and the legal status of SNT.
To solve the identified problem, the authors of the bill propose to make the corresponding changes to the Land Code of the Russian Federation. It should be noted that this will apply to citizens who were provided with land plots before July 4, 2016, i.e. before the date of entry into force of the law establishing the restrictions.
By the way, according to Rosreestr, since the beginning of 2024, Russians have built and registered more than 220 thousand private houses. This is 38 thousand more than in the same period of 2023.
Citizens show a stable interest in individual housing construction— commented the head of Rosreestr Oleg Skufinsky.
The main building material in the period under review was wood. Citizens built houses from brick a little less often. The population built panel houses the least.
