Statistics: 91.1% of taxi drivers know that accident-free drivers pay less for compulsory motor liability insurance than accident drivers

Komsomolskaya Pravda conducted a survey of motorists in December to find out how they feel about changes in the compulsory motor insurance system. In general, despite Western sanctions, difficulties with the supply of auto parts and general inflation, insurers seem to have managed to contain the rise in prices for mandatory auto insurance. The majority of motorists who completed the Komsomolskaya Pravda survey noted that the cost of compulsory motor insurance for them over the past year “has not changed or changed insignificantly” (33.8%) or “increased by less than 3 thousand rubles” (40%). And for almost 7% of respondents it decreased.
To the question, “Do you think that the MTPL Institute is developing in the right direction?”, in which several answer options could be noted, the majority of respondents answered that they see and support positive changes. Thus, 34.4% of respondents answered that “buying an MTPL policy is becoming easier,” 27.5% noted that they like the development of electronic services (apps from insurance companies, the ability to purchase an electronic policy, the ability to file an accident under the Euro Protocol from a smartphone, etc.). d.). At the same time, 37.8% agreed that they completely agree with the individualization of tariffs, since they do not want to overpay for reckless drivers.
As for the reckless drivers themselves, as is known, one of the most dangerous segments remains the taxi. According to the Russian Union of Auto Insurers (RUA), the frequency of accidents caused by taxi cars is almost seven times higher than the same indicator in the Russian Federation as a whole. Taxi drivers regularly complain about the high cost of MTPL, although RSA statistics show that even taking into account the accident rate of this segment, the average premium of insurers under MTPL contracts for taxis is about 26 thousand rubles. At the same time, 63.3% of taxi owners and drivers are well aware that accident-free drivers pay less for an MTPL policy than accident drivers; 27.8% have heard something about this. But, unfortunately, this does not affect their behavior on the road. Only 9% of taxi drivers do not know about MTPL discounts for accident-free driving.
Let us remind you that the maximum discount for accident-free driving under compulsory motor liability insurance from April 2022 is 54%. 34% had such a discount in the third quarter of 2023. In total, 93% of Russian drivers had one or another discount for accident-free driving under compulsory motor insurance during the same period.
According to the survey, 28% of Russian motorists do not know what the bonus-malus coefficient (BMC) is, which shows how often the driver caused an accident. Let us remind you that the KBM is set annually on April 1 for each driver individually in the range from 0.46 to 3.92. You can check it on the official RSA website. It is also important to understand that for MTPL policies with a restriction on the list of drivers, the cost is calculated, according to the Directives of the Bank of Russia, using the highest value of the BMR among the specified drivers. The coefficient of age and length of service is taken into account in the same way.
Finally, we note that 70% of car owners are confident that public discussions of reference books on the average cost of spare parts, materials and standard hours of work, which are used to calculate payments under compulsory motor liability insurance, introduced in 2022, help make the procedure for calculating the cost of repairs under compulsory motor liability insurance more transparent. Only 5% of respondents disagree with this. The rest found it difficult to answer. By the way, the average payment under compulsory motor liability insurance, against the backdrop of volatility in exchange rates, difficulties with the supply of spare parts and the increase in their cost, as well as general inflation, grew almost all year, and in October 2023 even broke 100 thousand rubles, amounting to 100,698 rubles.
