Statistics: in Sevastopol, parents of 23.5 thousand children receive a single benefit

The parents of 23.5 thousand children under the age of 17 receive a single benefit in Sevastopol. The regional branch of the Social Fund of Russia allocated more than 688.6 million rubles to achieve these goals.

To apply for benefits, children and parents must be citizens of the Russian Federation and permanently reside in Russia. When assigning payments, a comprehensive assessment of the family’s income and property is used, and the parents’ employment or objective reasons for its absence are also taken into account. The press service quotes Elena Gaivoronskaya, manager of the SFR Branch for Sevastopol.

The size of the payment depends on family income and is 50% (8091 rubles), 75% (12136.50 rubles) or 100% (16182 rubles) of the regional subsistence level in Sevastopol.

Elena Gaivoronskaya also drew attention to the fact that since the beginning of the year, the rules for assigning a single benefit for the self-employed have changed. They affected those citizens for whom self-employment is the only source of income, provided that they do not have objective reasons for the lack of labor income.

Thus, the benefit is assigned if the annual income with regular earnings during all months of self-employment included in the billing period is equal to or exceeds 2 minimum wages (38,484 rubles).

For example, a family member has been self-employed for more than a year. The family applied for benefits in April of this year, which means that the income of a self-employed parent in the billing period from March 1, 2023 to February 29, 2024 should not be less than 38,484 rubles.

If a family member was self-employed for less than 12 months in the billing period, then income from self-employment should not be less than the amount of 2 minimum wages divided by 12 months and multiplied by the number of months of self-employment.

For example, if a parent was self-employed for only 5 months, the family submitted an application in April of the current year, then the income of the self-employed parent for the billing period from March 1, 2023 to February 29, 2024 should not be less than 16,035 rubles, that is, 38,484 rubles / 12 months pay period x 5 months self-employment.

This rule does not apply to those who have a permanent job and use self-employment as an additional source of income.

The Social Fund assigns a single benefit in the format of the social treasury. This means that parents usually only need to submit an application. Fund specialists check the rest of the information independently. This also applies to information about the income of self-employed people. They do not need to bring any certificates; all necessary information is received within the framework of interdepartmental interaction, — Elena Gaivoronskaya emphasizes.

A single benefit is assigned for 12 months, and the family’s right to benefits is not revised during this period. At the end of the payment period (per month), you can submit a new application for extension.

Review of the application takes 10 working days. In some cases, the maximum review period may be 30 working days. The benefit is paid within 5 working days after the initial decision on its assignment is made. Subsequently, the payment is transferred monthly on the 3rd day to a bank account or according to the mail schedule in the month following the month for which the benefit is paid.
