TASS: officer convicted of supplying ineffective radar systems for the Crimean Bridge

The Second Western District Military Court sentenced the former head of the maritime department of the Russian Guard, Colonel Sergei Volkov, to six years in a general regime colony, finding him guilty of involvement in the supply of low-quality radar systems to protect the Crimean bridge from drones and the gas pipeline from Krasnodar to Crimea. This is reported by TASS.

The court counted into the sentence the time spent by the defendant under house arrest, which was changed to arrest during the announcement of the verdict. At the same time, the court did not deprive him of his awards and military rank and reserved the right of the Russian Guard to file a civil claim against him.

During the debate between the parties, the state prosecutor asked to sentence Volkov to seven years in prison and to deprive him of his title and state awards. The colonel did not admit guilt and insists that he acted “in accordance with the established procedure and legislation.”

As the judge noted, “the complexes are combat-ready, but they require modernization or additional purchase of special products«.

As stated in the indictment and the case materials, based on the results of the auction, the Russian Guard and the Federal State Unitary Enterprise Rostov-on-Don Research Institute of Radio Communications entered into a government contract for 395,486,196 rubles for the supply of two Orel-2020 radar systems to combat UAVs and protect Crimean bridge and gas pipeline from Krasnodar to Crimea. Volkov knew for certain that the characteristics of this equipment did not allow him to successfully solve problems in the fight against unmanned aerial vehicles and could not suppress their radio signals.

According to lawyer Vladimir Andrusenko, the Russian Guard purchased the complexes that were offered by the manufacturer, which is a monopolist in the supply of products of this type. The colonel claims that the complexes were not intended to protect the bridge, but to protect units of the naval department of the Russian Guard in their places of deployment. Nevertheless, the prosecution believes, he provided the conditions for the adoption of this equipment, since otherwise he would not have time to ensure that the allocated budget funds were spent on time, which could have a negative impact on his career.

The colonel’s defense is going to appeal the verdict.
