Tax reform: how personal income tax will change in 2025 — comments from experts

From January 1, large-scale changes to the Tax Code will come into force, establishing a five-stage scale of taxation of citizens’ income.

The new rules stipulate that if the annual income does not exceed 2.4 million rubles, the base rate of 13 percent will be retained.

The rate increases to 15 percent on income up to five million rubles per year, 18 percent on income up to 20 million, 20 percent on income up to 50 million, and income above this amount will be taxed at a rate of 22 percent. The increased tax will have to be paid not on the entire amount, but only on the excess amounts.

It should be noted that the list of incomes that are taxed according to the new progressive scale does not include a number of incomes. In particular, incomes from equity participation, incomes from transactions with securities and derivative financial instruments are excluded. As for most other types of income, a different rate is set for them. Its size is 13 percent within 2.4 million rubles and 15 percent of the amount exceeding this value.

The progressive scale of personal income tax will not affect the monetary allowance and other payments for work in the combat zone for active military personnel, as well as northern allowances.

The maximum income limit, up to which standard tax deductions for personal income tax can be applied, has been increased from 350 to 450 thousand rubles. At the same time, tax deductions are doubled: for the second child — up to 2800 rubles, for the third and each subsequent child — up to six thousand rubles. Let us clarify that the standard tax deduction for children is provided by the tax agent (the taxpayer’s employer) automatically if the relevant information is available. There is no need to submit an application for this, the document is provided only if the taxpayer receives such a deduction for the first time.
