Tax Service of Sevastopol: digital innovations were discussed at the Public Council

The final meeting of the Public Council in 2023 was held at the Office of the Federal Tax Service of Russia in Sevastopol, during which digital and service solutions implemented by the service in the field of tax administration were discussed.

During the meeting, the main trends in the department’s activities were reviewed.

The head of the Federal Tax Service of Russia for the city of Sevastopol, Alexey Mogila, noted that a landmark event in 2023 was the introduction of a new form of accounting for payments into the budget system of the Russian Federation — the Unified Tax Account. The new tax payment mechanism brought revolutionary changes for both taxpayers and the tax service and made it possible to unify settlements with the budget.

The head of the Department noted that today the Federal Tax Service is confirming the completion of the implementation of this mechanism and voiced some assessments of its effectiveness in Sevastopol. This is primarily a reduction in the number of payment documents by 12.6 times and a 7-fold reduction in the amount of uncleared budget revenues. In addition, the time required to reflect information on receipts has decreased by almost 300 times and the time required to return the positive balance of the Unified Tax System has been reduced by 4.5 times. In addition, the new payment accounting mechanism made it possible to reduce the number of debtors for taxes and fees by 35 percent.

Members of the Public Council were genuinely interested in information about the launch into trial operation of a new digital service “Data Delivery Platform”, which was created to provide centralized access to data from the Federal Tax Service of Russia.

The main target consumers of the platform are federal and regional executive authorities, and the data in the service is anonymized information received and processed by the tax service. Analytical data from the Platform will help make decisions taking into account regional socio-economic characteristics.

Along with the closed part for executive authorities, Data Delivery Platform contains open data in the form of dynamic infographic tools — “presentation analytics”, based on data from cash register equipment, information about the self-employed, E-commerce and Geochecks. This section shows revenue intensity, average bill, and the most popular industries on a heat map. Such information can be useful to the business environment in assessing their activities and creating promising projects for the development of their business, as well as assessing the competitive environment.

The head of the Federal Tax Service of Russia for the city of Sevastopol, Alexey Mogila, emphasized that the Federal Tax Service of Russia continues to create transparent conditions for doing business and reduce the costs of fulfilling tax obligations for all categories of entrepreneurs. He noted that high-quality data in real time, qualified employees and a developed organizational structure allow the service to successfully implement new projects that ensure the expansion of remote interaction in the provision of services and the implementation of control and supervisory activities.

All event participants noted the effectiveness of modern approaches to achieve the goals of digital transformation of tax administration, the use of big data and innovative solutions.

Members of the Public Council thanked the tax service specialists for the interesting topic of the meeting and noted the information openness of the regional tax service, which helps build a constructive dialogue with taxpayers.
