Tax Service of Sevastopol: the implementation of the “Public Catering” project was discussed at a working meeting

On March 29, 2024, as part of the implementation of the “Public Catering” project, a meeting of the working group was held at the Federal Tax Service of Russia in the city of Sevastopol.
The event was attended by members of the working group — representatives of the government of Sevastopol, the Ministry of Internal Affairs, Rospotrebnadzor, the Commissioner for the Protection of the Rights of Entrepreneurs, representatives of regional public organizations «Business Russia», «Opora Rossii» and other representatives.
Welcoming the meeting participants, Head of the Federal Tax Service of Russia for the city of Sevastopol Alexey Mogila noted that the main goal of the project is to legalize the catering services sector, as well as create equal competitive conditions for doing business.
Deputy Head of the Federal Tax Service of Russia for the city of Sevastopol Irina Medvedeva spoke about the priority area of work of tax authorities in the field of monitoring compliance with legislation on the use of cash register equipment by businessmen providing public catering services. She clarified that payments in the public catering sector are monitored on an ongoing basis in order to identify entities operating in the shadow sector of the economy. Available analytical sources make it possible to identify entrepreneurs who commit violations.
Today, 10.7 thousand taxpayers operate in the territory of Sevastopol using more than 17 thousand units of online cash registers. Of these, 240 taxpayers who provide catering services using 344 online cash registers are participants in the industry project.
Irina Medvedeva emphasized that today online cash registers are a full-fledged tool for forming the tax base and control over the use of such a tool will be carried out by the tax service on an ongoing basis. If violations of the use of cash register systems are detected, taxpayers may be subject to administrative liability. However, an exemption is also provided if the entrepreneur provides a statement about violations committed and their elimination before a decision is made in the case of an administrative offense.
The head of the operational control department of the Federal Tax Service of Russia for the city of Sevastopol, Petr Udovichenko, reported on the useful service of the Federal Tax Service of Russia “Checking the receipt of the Federal Tax Service of Russia» The service allows you to obtain detailed information about the purchase, identify an “incorrect” receipt and check the integrity of the seller. In addition to checks, the service allows you to store receipts and send complaints about violations legislation on the use of cash registers to the tax authorities.
Petr Udovichenko reported that the Federal Tax Service of Russia has introduced services that are used by the tax service not only for control and supervision, but also for the purpose of information support for business entities. He said this resource is a component Data delivery platforms of the Federal Tax Service of Russia, in which the “Geochecks” section is presented in the form of an interactive map. The map displays information about the number of cash register units, revenue intensity, average receipt, share of non-cash payments, top categories of goods sold and other useful information. This resource will help businesses analyze the competitive environment and assess their chances when opening and growing a business.
As a result of the meeting, joint events were planned aimed at broadly informing public catering entities with a view to using CCP, as well as taking measures related to identifying shadow employment and encouraging business entities to ensure payment of wages not lower than the industry average.
