Tax Service of Sevastopol: the service will help you find out the reason for blocking your account

A business entity may face a situation where its bank account is blocked. The tax authority suspends transactions on a taxpayer’s account for two reasons: for non-payment of taxes or for failure to submit tax reports. To unfreeze the account, you must pay off the debt or submit a tax return (calculation).
The Internet service of the website of the Federal Tax Service of Russia will help you find out the reason for blocking your bank account. “System for informing banks about the status of processing electronic documents” (https://service.nalog.ru/bi.html).
Authorization in the service is not required; any interested person can obtain information about the suspension of transactions on their bank accounts or counterparty accounts online.
To view this information in the service, you must select the “Request for current decisions on suspension” tab, indicate your TIN and BIC of the bank. A breakdown of all suspension reason codes is reflected in the table at the bottom of the service page. For example, in case of suspension due to debt, the service will indicate reason code “1”, for failure to submit a tax return or calculation – reason code “2”.
If the account is blocked, but the service does not contain a decision to suspend transactions on the accounts, then it is necessary to check the information about the existence of initiated enforcement proceedings in the database of enforcement proceedings on the website of the Federal Bailiff Service, which is also empowered to freeze accounts.
After eliminating the violation, in order to promptly unblock the account, you can send an application to cancel the suspension of account transactions through the Internet services of the website of the Federal Tax Service of Russia “Personal account of a taxpayer of a legal entity» (https://lkul.nalog.ru/) or “Personal account of an individual entrepreneur» (https://lkip2.nalog.ru/lk#/login), attaching supporting documents, for example, a receipt for receiving a report or a payment document confirming payment of the debt.
The tax authority makes a decision to cancel the blocking no later than the next business day after receipt of funds or submission of reports.
Legal entities can access “Personal account of a taxpayer of a legal entity» (https://lkul.nalog.ru/) using an enhanced qualified electronic signature. Individual entrepreneurs can log in to the service «Personal account of an individual entrepreneur» (https://lkip2.nalog.ru/lk#/login) using a password issued by the tax authority, or using a confirmed account on State Services, as well as UKEP.
In addition, if you have questions about updating the Unified Tax balance, collection measures and corresponding interim measures, you can use the Internet service of the Federal Tax Service of Russia «Prompt assistance: account unblocking» (https://service.nalog.ru/ens-help/). It allows you to contact the operator of the Account Rehabilitation Help Center. Within 24 hours, information about the current status of the decision to suspend account transactions and the possibilities for canceling it will be provided by telephone indicated in the taxpayer’s email.
