The Accounts Chamber found ineffective expenses when creating Crimean energy facilities

The Accounts Chamber checked the implementation of measures for the development of the electric grid complex of the Crimean Peninsula, provided for by the state program «Socio-economic development of the Republic of Crimea and the city of Sevastopol.» <...> As of the end of 2024, out of 31 facilities, six were introduced, four facilities were at different stages of construction, and transferred to the rest of the commissioning. At the same time, the indicated terms have been transferred repeatedly. So, for 28 objects they were increased from 4 to 39 months— the message says.
It is clarified that the construction and reconstruction of 31 facilities in 2019-2023 was to be implemented by Krymeenergo JSC. 12.2 billion rubles were allocated from the budget for these purposes, of which 7.8 billion were spent, 36% of the funds remained unused — 4.4 billion rubles (according to October 2024).
As established during the audit, the main reasons for the transfer of terms were the redistribution of financing to other measures within the framework of the state program, a change in logistics supply schemes, later bringing funds to Krymenergo JSC, long terms for the development of design and estimate documentation, a change in design decisions during the implementation of projects and non-compliance with contractors of the work periods. According to a number of delay objects, the unresolved issues of land use are caused. So, due to the lack of title documents on the lands of the environmental territory of the Crimean Peninsula, the design of the construction of five objects of new power lines was suspended— explained in the ward.
Other violations
It is noted that the audit made it possible to identify a number of other violations. “Including ineffective use of funds in the amount of 129.5 million rubles. The indicated funds were spent on the development of design estimates, which ultimately remained in demand, ”the RF joint venture said.
It is added that the analysis of the formation of estimated prices for construction objects showed that the cost of the equipment specified in the design estimates, in some cases, significantly exceeded the prices of manufacturers. This was due to the fact that the requests of commercial offers on these positions were not directed directly to manufacturers, but to intermediary organizations. As a result, the excess amounted to, assessively, up to 275%. TASS currently does not have a commentary on Crimeanergo JSC.
The issue of energy supply of Crimea and Sevastopol acutely arose after the reunification of regions with Russia in 2014, since shortly after this event, Ukraine arranged a number of blockade, trying to violate the supply of the peninsula and harm its residents and economics. One of them was the energy blockade: in November 2015, electricity supplies to the peninsula were completely discontinued, and until May 2016 the emergency mode operated in Crimea, and fan disconnects of consumers were used. The situation has improved with the launch of the Energomost from the Kuban through the Kerch Strait with a capacity of 400 MW. Then new networks were built, the power units of the Balaklava TPP in Sevastopol and the Tauride TPP in Simferopol were launched, and the situation was completely stabilized.
