The President of Russia signed the Federal Law No. 344-FZ, which gives the public law company (PPK) Roskadastr with broad powers to fill the USRN with complete and reliable information, as well as to involve unused land plots into economic circulation. This event marked the beginning of a large -scale program for digitalizing the country’s land resources and promises to significantly affect the economic development of the regions.
The key change is the transfer of the Roskadastra functions to carry out work on filling the USRN in the constituent entities of the Russian Federation. This means that the Roskadastast PPC receives the right to independently carry out work to determine the boundaries of real estate objects, the formation of new land plots, the identification of copyright holders and, most importantly, the inventory of unused lands.
Deputy Chairman of the Government of the Russian Federation Marat Khusnullin emphasized the significance of this law for the economic growth of regions and the implementation of infrastructure projects. He noted that the effectiveness of working with the USRN directly affects the development of the country, and the new law will allow this activity to a qualitatively new level. In fact, the law launches continuous inventory of the territories of Russia, which should significantly improve the quality and completeness of data in the USRN.
The head of Rosreestr Oleg Skufinsky specified the mechanism of the Roskadastra interaction with the regional and municipal authorities. The PPC will carry out work and provide services on the basis of agreements concluded with authorities. Each region or municipality will be able to independently determine the scope of works and tasks that will be transferred to Roskadastra, respectively, forming the terms of the contracts. This provides flexibility and takes into account the specifics of various regions.

- More accurate and complete data in the USRN will simplify and accelerate real estate transactions, attracting investments and stimulating the construction industry.
- The identification and involvement of unused lands will create new jobs, develop agriculture and industry.

- The project contributes to the development of digital technologies in the field of real estate management and strengthen the country’s digital sovereignty.
