The Chamber of Control and Accounts of Sevastopol reports «Sevastopol newspaper»presented a report on the implementation of the state program “Socio-economic development of the Republic of Crimea and Sevastopol” for the first half of 2023.
To implement the state policy of regional development for the period 2022-2025, the city has been allocated 93.5 billion rubles from the federal and local budgets. Financing for the current year is 26.5 billion rubles. As of July 1, funds allocated for the implementation of measures under state programs of Sevastopol were completed for 11.68 billion rubles, which is 42.3%, the report says.
48 objects must be handed over, five have been handed over so far
According to the agreements and amendments made to them, concluded with the Russian Ministry of Construction for 2023, it is planned to put into operation 48 facilities in Sevastopol, including 17 that will be transferred from 2022. Five facilities were commissioned in the first half of 2023,” was calculated by the city’s Control and Accounts Chamber.
These are two objects of 2023: a sports and recreation complex with a universal games room (FOC) in Verkhnesadovoy and a clinic in Kazachyaya. Three more are unfinished in 2022: a kindergarten in the Gagarinsky district on Geroev Brest street, a kindergarten in the Leninsky district on Vereshchagina street (in the documentation, Khrustaleva street — General Ostryakov Avenue — 5 km) and a sports and recreation center with a universal games room in Kutch.
At the same time, two construction projects were not included in the report of the Chamber of Control and Accounts, as they are under control in the city prosecutor’s office. So, a kindergarten for 260 places in Kutch was supposed to be commissioned in 2022, but something went wrong. The prosecutor’s office became interested in the construction, and now a criminal case has been opened regarding fraud on a large scale (420 thousand rubles).
Another undelivered facility is a sports and recreation center with a swimming pool in Inkerman. Its construction readiness is 95%; the prosecutor’s office is also monitoring the construction.
In addition, for three state programs: “Development of urban planning activities in the city of Sevastopol”, “Development of the state veterinary service and ensuring the epizootic and veterinary-sanitary well-being of the city of Sevastopol” and “Development of tourism in the city of Sevastopol”, in the first half of the year there was no cash execution of expenses at all .
As part of the construction of the heat supply system, out of seven facilities this year, six are planned to be excluded from the state program.
No construction and installation work is being carried out on the reconstruction of two heating points with block-modular boiler houses under construction since 2018 on Shevchenko and Admiral Fadeev streets. To complete their reconstruction it is necessary to find funds from the city budget.
Also, the emergency water supply system from GU-13 to GU-4, D-500 mm (1st stage) is planned to be reconstructed using Moscow money. The government contract for its construction was concluded in 2018, and was unilaterally terminated by the customer in 2020. At the same time, the complete completion of the construction of the water pipeline is planned to be postponed from 2023 to 2027.
Completely different numbers
At the same time, on September 4, following a meeting chaired by Russian Deputy Prime Minister Marat Khusnullin, Sevastopol Governor Mikhail Razvozhaev wrote in his Telegram channel that 26 facilities will be put into operation in Sevastopol by the end of 2023 under the state program.
In Sevastopol, under the state program for the socio-economic development of Crimea and Sevastopol, 26 facilities will be put into operation by the end of the year. These include schools, kindergartens, elevated pedestrian crossings, and a veterinary hospital. For Sevastopol, this is an unprecedented amount of input, especially taking into account the difficulties in logistics, — wrote Mikhail Razvozhaev.
He noted that in 2023, eight new facilities had already been put into operation: gas was installed in the village of Orlinoye, kindergartens were built in different areas of the city, a clinic was opened in the area of Kazachya Bay, and sports and fitness complexes were opened in Kach and Verkhnesadovoy.
