The consolidated budget of the Republic of Crimea for 2023 was executed at the highest level in 5 years

The Deputy Prime Minister clarified that the revenue side of the Crimean budget as a whole, including targeted funds, was fulfilled by 107.8%, or 322 billion rubles. (for 2019 — 98.1%, or 192.7 billion rubles), expenses — by 321.7 billion rubles, or 99.1% (2019 — 94.6%, or 192.4 billion rubles), that is, the increase in income and expenses over 5 years amounted to more than 129 million rubles.

At the end of 2023, a set of measures taken by the Crimean government to mobilize the republic’s own revenues made it possible to ensure positive dynamics of financial indicators and stable execution of budgets at all levels,” Irina Kiviko emphasized in her speech.

As the chief financier of Crimea said, during the meeting of the Board the conversation was about the implementation of the budget of the Republic of Crimea for 2023, including the results of the work of municipalities of the Republic of Crimea to increase their own revenue base, and the tasks facing the main managers of budget funds and municipalities together with the tax authorities service, taking into account the emerging realities for the current year.

Along with summing up the implementation of the Crimean budget 2023, special attention at the meeting was paid to the tasks facing the main managers of budget funds and municipalities together with the tax service until the end of this year, primarily regarding unused reserves to increase their own budget revenue base.

Thus, the Deputy Head of the Department of the Federal Tax Service for the Republic of Crimea, Sergei Kryukov, speaking at the Board with a report “Tasks for increasing budget revenues of the Republic of Crimea for 2024,” drew the attention of the heads of administrations that an integrated territorial-sectoral approach is currently being introduced to find lost revenues in places. In addition, he emphasized that the main directions for increasing one’s own revenue base remain: work with local governments to complete procedures for the legalization of real estate owners, taking into account the fact that the property tax of organizations and individuals fully works taking into account cadastral valuation, work on legalization hired labor and wages, work with taxpayers’ debts.

The most important thing is to increase tax and non-tax revenues, which will allow us to direct additional financial resources to resolve issues related to the socio-economic development of the region. We all must try very hard to fulfill our plans for the benefit of our republic,” summed up Irina Kiviko.
