The Crimean Parliament has expanded support measures for families who are now in difficult life situations

The Committee on Health and Social Policy of the State Council of the Republic of Crimea heard information on the implementation of state social assistance in 2023 on the basis of a social contract and on changing the procedure for its provision in 2024.
Next year, the procedure for providing a social contract will undergo changes. Thus, the average per capita income of a low-income family will be compared with the minimum subsistence level established per capita. Family composition will also be determined according to the new rules. If a family currently includes spouses, their children, parents, brothers and sisters registered in the same residential premises, then from 2024, when assigning state social assistance, only the income of spouses and their children will be taken into account. These changes are being carried out in order to improve the targeting of state social assistance.
In addition, the calculation period for accounting for income has been changed. As a result of these changes, the information necessary to assign state social assistance to low-income families will be requested by labor and social protection authorities as part of interdepartmental interaction with the authorities and organizations at whose disposal they are. The applicant provides the application only with those documents (information) that cannot be requested, for example, documents issued in another state or information about income received by employees of law enforcement agencies.
As practice shows, the social contract system is the most effective mechanism for overcoming poverty, as it stimulates citizens to take active action to improve their financial situation. State social assistance in 2023 covered 3,596 people, of which 1,766 citizens (49%) live in urban areas, 1,830 (51%) in rural areas,” noted the head of the parliamentary committee, Anna Rubel.
According to her data, as a result of the implementation of measures established by the social contract, the average per capita income of low-income families (citizens living alone) increased for 1,260 citizens, which is 66.4% of the total number of citizens for whom the effectiveness of social contracts was assessed (1,898 people ), 1,007 citizens overcame a difficult life situation, since as a result of the implementation of the social contract, their average per capita income exceeded the subsistence level for a family established in the Republic of Crimea.
Anna Rubel also reported that the parliament adopted a law stating that children of parents who died during a special military operation, as well as children of doctors who died from coronavirus infection while saving the lives of others, will have the right to preferential admission to secondary vocational education institutions. This is an additional measure of support for families who are in difficult life situations today.
