The Crimean Parliament supported the federal bill on the introduction of a ban on gender reassignment surgeries

The Crimean parliament has supported a draft federal law banning medical sex reassignment procedures and issuing new state registration documents based on a sex reassignment certificate. About 400 deputies from all factions of the State Duma came up with this initiative.

Appropriate changes are proposed to be made to the federal laws «On acts of civil status» and «On the basics of protecting the health of citizens in the Russian Federation.»

The document establishes that medical interventions are possible in cases related to the treatment of congenital physiological anomalies of sex formation in children. The decision to prescribe this treatment is made by the medical commission of the federal public health institution. The list of such institutions and the procedure for issuing permits is approved by the Government of the Russian Federation.

The explanatory note to the draft law states that the Constitution of the Russian Federation enshrined norms on the preservation of traditional family values ​​and the protection of the institution of marriage as a union of a man and a woman. The basic law of the country provides only two genders — men and women, no «intermediate» and «additional» options for sexes or «genders», categories like «parent # 1» and «parent # 2» are not provided, as well as the possibility of «changing gender.» At the same time, Russian legislation establishes responsibility for promoting gender reassignment and non-traditional sexual relations. The proposed measures are also designed to protect teenagers and young people from the damaging effects of an entire industry that makes huge profits from gender reassignment surgery.
